HUSTON, EXECUTIVE DIRECTOR COI~NITY DEVELOPlqENT DEPARTMENT DESIGN REVIE#: 13444 NEWPORT AVENUE RESTAURANT REMODEL APPLICANT: OWNER: LOCATION: CHAO-DI SU ON BEHALF OF CHINA PALACE RESTAURANT JOHN I~CELLI 13444 NEWPORT AVENUE, NORTHEASTERLY CORNER OF BRYAN AND NEWPORT AVENUES ENYIROBIENTAL STATUS: THIS PROJECT IS CATEGORZCALLY EXEHPT FRO~ THE REQUIREHENTS OF THE CALIFORNIA ENYIRONHENTAL QUALITY ACT RECO~RENDED ACTION: Approve the design review for the remodel of the restaurant at 13444 Newport Avenue by the adoption of Resolution No. RDA 86-8. PRO&ECT ANALYSIS: The Community Development Department has completed a review of the site plan and elevations for the proposed remodel of the restaurant formerly known as "Arthur's". According to the redevelopment plan for the "Town Center Area" the final design plans are subject to review and approval of the Redevelopment Agency. This restaurant was also named and known as "The Aspen Mining Company" and "Green Leafs". During the middle 1970's the service station was removed from the corner parcel and a parking lot was stripped in without benefit of a permit. The new restaurant owner is now requesting authorization to remodel the interior and exterior of the restaurant as well as the parking lot. The proposed site plan shows 49 parking spaces provided with adequate parking available for this 7,200 square foot building. The new owner is proposing a 1,600 square foot retail shop which would require 8 parking spaces (1 per 200 square feet). That would leave 41 spaces for the new China Palace Restaurant which would convert into 123 fixed seats. This proposed site plan now meets code requirements for parking, landscaping around the building and in the parking lot areas. Redevelopment Agency Report July 21, 1986 Page two The proposed elevations show off-white stucco exterior with drum hill gray trim. The proposed roofing is gray ceramic tile while the windows will be trimmed with rhodamine red. Staff feels that the proposed upgrade of this corner propert~v will be .a welcome addition to the downtown re~eve)epm~. RDA 86-8 A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE REDESIGN OF A RESTAURANT AT 13444 NEWPORT The Community Redevelopment Agency of the city of Tustin does hereby approve the redestgn of a restaurant at 13444 Newport Avenue, based upon the following findings: The design of the project is compatible with the goals and objectives of the Redevelopment Agency. The design of the building is compatible with other structures in the Immediate area. e The project wtll be a postttve addition to the Redevelopment Area, aesthetically as well as economically. The design review is hereby approved subject to the following conditions: A grading plan should be submitted, for review and should be based on the Orange County Surveyors bench mark datum. 2. A separate street improvement plan will be required for all construction within the public right of way. This will include but not be limited to the following: a. Curb and gutter b. Sidewalk c. Drive apron d. Street trees e. Domestic water services f. Sanitary sewer service g. Fire protection line (if required by Orange County Fire Marshal) h. Also shown should be all existing utilities such as street lights, fire hydrants, power poles, etc. All signs must be reviewed prior to the issuance of permits. Parcels 500-131-06 and 500-131-07 shall be tied together with a covenant to hold the parking lot and the building as one parcel-.
