SUBJECT:
HONORABLE MAYOR & HEHBERS OF THE CITY COUNCIL
WILLIAN k. HUSTON, CITY MANAGER
NEWPORT AVENUE CROSSING
RECOMMENDATION:
That the City Council adopt the attached resolution which finds that
additional environmental studies are not required in order for the City to
apply to the State Public Utilities Commission (PUC) for a grade crossing on
Newport Avenue.
BACKGROUND:
In 1983 the City Council certified an EIR and submitted an application to the
PUC for a grade crossing at Newport Avenue. The application was withdrawn by
the City as a result of its decision to evaluate the feasibility of a grade-
separated crossing. The evaluation demonstrated that a grade-separated
crossing is not feasible. The City Council then directed staff to again make
application to the PUC for authorization to re-establish a grade crossing on
Newport Avenue. Staff has prepared the application and is ready to file it
subject to a determination by the City Council that the EIR certified in 1983
is adequate for the current application. As indicated in the resolution, no
subsequent changes are proposed in the project which would require additional
environmental studies.
