HUSTON, CIl"~ MANAGER AWARO OF CONTRACT FOR EL MODENA-IRVINE CHANNEL (FACILITY FO7) IMPROVEMENTS REACH I AND REACH II FOR ASSESSMENT OISTRICT 85-1 (PHASE V-a) hun ~cr v-n) Per the attached, staff is recommending that the contract for the above project be awarded. As the City Council will recall, the bids for the first phase of this project, Reach I, were rejected in June, 1986. The project was expanded to include Reach II (the second phase) and then re-bid. Staff and The 1trine Company have reviewed the bid and concur that al though it is 9.8% over the Engineer's estimate, the bid is reasonable. The K.E.C. Company is qualified and capable of performing the work. The fact that only one bid was submitted is attributable to the complexity of the project and the number of construction projects currently underway in the Orange County area. The availability of contractors is affected by these two factors. AND REACH II FOR ASSESSMENT DISTRICT 85-1 (PHASE V-A) AND (PHASE V-B) RECOMMENDATION: It is recommended that the City Council, at their meeting of August 4, 1986, award the contract for subject project to K.E.C. Company in the amount of $8,294,078.50. BACKGROUND: Subject project encompasses construction of 'Reach I of the E1 Modena-Irvine Channel between the Santa Ana (I-5) Freeway and 100' northerly of Bryan Avenue {Phase V-A) and Reach II of the E1Modena-Irvine Channel between 100' northerly of Bryan Avenue and 400' easterly of Browning Avenue (Phase V-B}. The subject project .is a portion of the infrastructure improvements of East Tustin Assessment District No. 85-1. This project will be administered by the City of Tustin and will be covered per terms of the Reimbursement Agreement dated April 30, 1986 between The Irvine Company and the City and a waiver letter dated June 24, 1986 from The Irvine Company. This Reimbursement Agreement provides for The 1trine Company to reimburse the City any monies expended prior to the sale of Assessment District bonds. DISCUSSION: The bid opening for this work was July 29, 1986 at 10:00 a.m. and one bid was received as follows: K.E.C. Company $8,294,078.50 This bid is $738,675.00 or 9.8% over the Engineer's estimate of $7,555,403.50. This project will be financed through Assessment District No. 85-1 proceedings. Attached, for the City Council's information, is a tabulation of the bid received.
