AUTHORIZATION TO ADVERTISE FOR BIDS FOR A PLAYSTRUCTORE FOR THE CNTLD
CARE PROGRAM AT LAMBERT SCHOOL.
RECOMMENDATION:
That the Tustfn City Council, at their meeting of August 18, 1986, adopt the
attached Resolution approving specifications for a play structure at Lambert
School and direct the City Clerk to Advertise for bids.
BACKGROUND:
On May 1, 1986, the City of Tusttn Child Development Program received its
Pre-School License from the State Department of Social Services.
This program is housed at Lambert School which is a leased facility through the
Tustin Unified School District. The play area currently has 3-5 swings and a
climber. The amount of apparatus at this site is insufficient for the number of
children we service (up to ?B youth per day). A new play structure with
climbers, tire swing and slides is recommended.
In the 1986/87 Budget, $6,000 was approved for Capital Outlay for the purchase
and installation of a play structure for the Child Development Program.
DISCUSSION:
The Community Services Department has prepared specifications for
installation of a play structure at Lambert School. The equipment will
located in the Pre-School Play Area and will include the following items:
36'x 28' climbing play structure'with;
(2) 4' platforms
stainless steel slide
(2) built-in access ladders
4' crawl tube
steeltron cargo net
rung enclosure with steering wheel
tire swing

RESOLUTION NO. 86-96
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING SPECIFICATIONS FOR THE PLAY
STRUCTURE AT LAMBERT SCHOOL AND DIRECTING THE CITY CLERK
TO ADVERTISE FOR BIDS
WHEREAS, it is the intention of the City Council of the City of
Tustin, California to provide recreation facilities for people of all ages
at various locations throughout the City, and;
WHEREAS, the City has determined it necessary to install a play
structure at Lambert School for the newly licensed Child Development
Program, and;
NOW, THEREFORE, BE IT RESOLVED that the specifications presented by
the Recreation Superintendent and the City Engineer, be and are, hereby
approved as the specifications for:

BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or
proposals for the provision of such services as specified in the aforesaid
specifications which said advertisement shall be substantially in the
following words and figures to wit:
NOTICE TO VENDORS
SEALED PROPOSALS will be received at the office of the City Clerk,
Tusttn City Hall, 300 Centennial Way, Tusttn, California until 10:00 a.m.
on the gth of September at which time they will be publicly opened and read
for performance as follows:
Play Structure at Lambert School
Bids are required for the entire work described herein:
Installation of play structure to manufacturer's specifications
including:
Gamettme Modular Durascape or approved eaufvalent climbing play
structure with {2) 4' treated southern yellow pine platforms, stainless
steel slide, (2) built-in acess ladders, 4' crawl tube, steeltron cargo
net, rung enclosure with steering wheel, and tire swing. Ground area
excavated for sand pit. Approximate size: 36' x 28', and;
All activity items to be joined to form an activity cluster in a
play area as shown on diagram.

Specifications and proposal forms to be used for btddlng on this
project can only be obtained by prospective bidders at the office of the
City Clerk, Tustin City Hall, 300 Centennial Way, Tustln, California,
92680. Specifications will be matqed out upon payment of $2.00 per set,
which amount shall be non-refundable.
In conformance with Section 3793[ of the Government Code, all bids
shall be presented under sealed cover on the proposal form provided and
accompanied by one of the following forms of bidder's security:
a. Cash.
b. Cashier's check made payable to the City of Tusttn.
c. Certified check made payable to the City of Tusttn.
d. Bidder's bond executed by an accredited surety insurer, made
payable to the City of Tusttn.
The security shall be in an amount equal to at least ten percent
(10~) of the amount of the bid. A bid shall not be considered unless one
of the forms of bidder's security is enclosed therewith.
A Labor and Materials Bond for payment of labor and materials will
be required in the amount of fifty percent (50~) of the estimated total
contract price. A Faithful Performance Bond in the amount of one hundred
percent (100~) of the estimated total contract price will be required.
Said bonds shall be of the form attached to the contract documents and
shall be issued by a Surety Company rated grade A or better and Class IX or
better by the latest edition of Best's Key Rating Guide.
City of Tustln reserves the right to reject any or all bids, and/or
waive any informality on a bid. No bidder may withdraw his bid for a
period of thirty (30) days after the date set for the opening thereof.
The contract will be awarded to the lowest oualifted bidder.
Provisions of the State Contract Act are not applicable, and
prospective bidders will not be required to be prequaltfted.
All work to be done under the direct supertvtsion of the Recreation
Superintendent and City Engineer, City of Tustin.
All work to be paid for at the unit prices bid from appropriated
monies.

The Ct ty Council of the City of Tustin has obtained from the
Director of Industrfal Relations the general prevailing rate of per diem
wages and the general prevailing rate for legal holiday and overtime work
in the locality in which the work is to be performed for each craft or type
of work needed and a copy of the same is on file in the office of the City
Clerk.
Not less than said prevailing rates shall be paid to workers
en~ployed on this public works contract as required by Labor Code Sections
1771 and 1774 of the State of California.
