The specific project is for upgrading of landscape and irrigation systems in the City Hall courtyard area and in an area adjacent to the employee parking lot. DISCUSSION: Plans for the upgrading of landscaping in the City Hall courtyard area have been completed and an initial cost estimate of slightly under $5,000.00 has been received. Additionally, a plan to improve an area behind City Hall (adjacent to the employee parking lot) has been prepared with an estimated completion cost of approximately $1,500.00. Justification for improving both of these areas includes: the ability to better maintain the courtyard area with irrigation systems and tree stump removal; the removal of a tree that will ultimately cause damage to the city hall building, in the courtyard area; the improvement in aesthetic quality of the rear parking area; and a reduction in a tripping hazard {by installation of sidewalk) along rear entrance to city hall. As a side note, it is not anticipated that structural modifications to city hall will commerce for at least three years. Therefore, proposed improvements would be in place for a substantial amount of time. Based upon the recommendation of the Director of Public Works, in order to complete the project in a timely manner, installation of plant materials, irrigation systems, concrete "mow strips", and removal of certain trees should be accomplished by an outside contractor. Funds for thse projects were appropriated in the 1985-1986 fiscal budget and carried over to the 1986-1987 budget.
