RECO~ENDATION: That the City Council approve a sign code exception for the Tustin Pavilion Cafe permitting an additional wall sign for building identification by minute order. SUI~ARY: On August 11, 1986 the Tusttn Planning Commission approved a master sign program for the Tustin Pavilion Cafe building. This sign package includes the use of tenant identification signs and the proposed building identification sign. The building identification sign is not authorized without a sign code exception. This sign conforms with the master sign plan of the building and meets the allowance of a sign code exception. Staff is recommending approval. BACKGROUND AND ANALYSZS: The approved master sign plan allows each of the three proposed tenants one primary sign, and up to three secondary signs, depending upon the tenant location within the building. Primary sign size is based upon 15% of the store Cit,y Council Report, Wat,kins page t~o front area and seconndary signs are sized at 5~ of the store front area. Staff has con, ut,ed the total square footage of signs as 405 square feet for all tenants combined. Section 9470(a)3 allows a sign code exception for one sign which is no larger than 15~ of the total sign area allowed. This would allow one sign at a maximum of 60.75 square feet (15% of 405 square feet). The applicant is requesting authorization for a building identification sign. As proposed, the sign will contain the words "Tustin's Pavilion Cafe, Since 1986". The approved Master Sign Plan authorizes the use of exposed neon tubing signs for all signs on the building, including this building identification sign. CONCLUSXONS: The Sign Code allows the City Council to approve signs which are not within the standards and criteria for this building. This request must meet certain circumstances prior to approval. In this case, an exception may be granted as long as the proposed signing does not exceed more than one in number and no more than 15~ in area of the aggregate size of signs authorized by the code. The.sign code requirements have been met and the sign is also in conformance with the master sign plan approved by the Planning Commission. Therefore, staff recommends that the City Council approve this sign code exception by minute order. ROBERI'W.
