HUSTON, CITY MANAGER COIqMUMII'Y SERVICES DEPARTlqENT PROFESSIONAL ASSISTANCE FOR 'THE SENIOR CENTER FUND RAISING CAMPAIGN RECOMMENDA%ION: 1. To authorize staff to execute an agreement with Gary W. Phillips and Associates to serve as fund raising counsel for the Senior Center campaign. 2. To appropriate $17,000. for Phase One of the fund raising campaign. Services for this agreement include an Internal Readiness Assessment, a Community Support Evaluation, and a Fund Raising Campaign Readiness Assessment Report. The information received from these reports will give us a clear picture of what needs to be done and the plan to accomplish it. This is Phase One of the campaign. We will return to Council with further information on Phase Two, the actual campaign management. BACKGROUND: The Tusttn Area Senior Center Fund, Inc. {T.A.S.C.F.), a non-profit corporation, has been established to receive donations for the center. An extension of T.A.S.C.F., The Senior Center Fund Raising Committee has set the goal of raising $1 million for the project. The fund raising efforts to date have been somewhat fragmented in their approach; the campaign has had no specific plan. While the Committee has raised approximately $15,000. to date, professional counsel is desperately needed to achieve our goal. This assistance will provide the campaign with a structured plan. The fund raising professional will help to identify sources for the "big donations" which are greatly needed to construct the project. Staff has raised over $900,000. in federal and state grants for the construction of the Tustfn Area Senior Center. The initial construction cost estimate for the project is $1.5 million. The additional $600,000 for the project will be raised through private sources. The working drawings have been completed; plans and specifications are in "plan check" with the Community Development Department. PROFESSIONAL RSSISTANCE FOR THE SENIOR CENTER FUND RAISING CAMPAIGN Au§ust 28, 1986 Page 2 SELECTION PROCESS: Requests for proposals were sent to nine firms, selected on the basis of staff research and other contacts, as well as the directory of the American Society of Fund Raising Executives. After proposals were received, staff screened to three top finalists. These finalists were selected on the basis of qualifications, results produced, experience in the Southern California area, creativity displayed, cost effectiveness, working with volunteers, and research done regarding our particular project and needs. The three finalists were Gary W. Phillips and Associates; Green, Scribner and Company; and Research Development Associates. All three finalist firms were very well qualified. A selection committee consisting of Ursula Kennedy, Ron Nault, Susan Jones, and Royleen White reviewed the top three proposals and interviewed each of the top three firms. It is the unanimous decision of the screening committee that the City contract with Gary W. Phillips and Associates. Although all three finalists are well qualified, it is felt that Gary W. Phillips and Associates more closely meets the City's needs for this fund raising project. The firm is probably most well known for its successful campaign for the Orange County Performing Arts Center. The firm was retained to conduct a communttywtde feasibility study, and to manage the successful $130 million construction and endowment fund raising campaign, including solicitation of several thousand gifts ranging from millions to thousands of dollars and the training and staffing of more than 450 volunteers. Other clients in the arts include: Bella Lewttzky Dance Foundation and Dance Galleryj California Educational Theatre Association, California Shakespearean Festival, Laguna Beach Museum of Art, Los Angeles Philharmonic Association, Newport Harbor Art Museum, Norris Community Theatre, Orange County Master Chorale, California Arts Council, San Jose Repertory Company, and Santa Barbara Performing Arts Center. Other cultural organization clients include a $13.5 million campaign for the Huntington Library Art Gallery and Botanical Gardens, as well as Banning Residence Museum, Cultural Heritage Foundation, Donald Douglas Museum and Library, L.S.B. Leakey Foundation, Los Angeles County ~atural History Museum, George C. Page Museum of La Brea Discoveries, and San Diego Natural History Museum. The firm also has worked with KCET-Community Television of Southern California, American Cancer Society, Big Brothers, Children's Institute International, Goodwill Industries, Hollygrove, Hugh O'Brien Youth Foundation, the Eagle Syndicate, Economic Development Corporation of Orange County, KOCE, National Council on Alcoholism, North Coast Family YMCA, Oualtty Education Project, Solhetm Lutheran Home, and Volunteers of America. The firm also has numerous clients in secondary and higher education including the Marlborough School, the Diocese of Orange, Immaculate Heart High School, Arizona State University, UCI, Claremont, Orange Coast College, San Diego State, UCLA, UCSB, University of San Francisco, and San Diego State University. The firm has offices both in Santa Aha and Los Angeles. PROFESSIONAL ASSISTANCE FORT HE SENIOR CENTER FUND RAISING CAMPAIGN August 2~, 1986 Page 3 STUDY DETAIL: The objectives of the firm's study will be to: Assess the potential within the community for raising the private contribution and grant support necessary to meet the City of Tusttn's identified capital funding needs to construct a Senior Center, currently estimated as requiring $600,000. to $1,000,00D. Evaluate the City's internal readiness to undertake the proposed fund raising campaign. Identify potential major donors and key volunteers in an external assessment, and encourage their early interest in the City's anticipated fund raising campaign. Develop a plan of specific recommendations which will assist the City of Tustin to: - optimize the public/private partnership of the anticipated fund raising campaign; - promote awareness of such a campaign within the community; and - enable the City to maximize its fund raising effectiveness for the Senior Center over both the near and long term.
