TO: WILLI/U~ HUSTON, CIl~f ~NAGER FROIVI: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: SB 821 BICYCLE/PEDESTRIAN FACILITIES, PROJECT APPLICATION FOR FISCAL YEAR 1987-80 RECOMMENDATION: ll~at the City Council adopt a resolution approving the application for Bicycle and/or Pedestrian Funds under SB 821. BACKGROUND: An allocation of $10,469 will be available to the City in FY 1987-88 under the SB 821 Program for bicycle or pedestrian facilities. A financial summary follows: Balance on 7-1-87 $21,400 86-87 Projects tO be Built Prospect Ave Sidewalk $6,600 Newport Ave Sidewalk 1,670 Red Hill Ave Sidewalk 5,930 Wheel chair Ramps (2) 744 TOTAL ~ <$14,944> 1987-88 Allocation 10,46.9 TOTAL FUNDS AVAILABLE $16,925 It is felt that the sidewalk project on the west side of Red Hill between Service Road and the OCFCD Channel should be cancelled. The narrowing of the Red Hill right-of-way at the OCFCD channel adjacent to the ATSF tracks would leave pedes- trians with no walking space except in the roadway. It is suggested that the $5,930 for this project be reallocated to the sidewalk work soon to be done on the north side of Main Street between the Route 55 Freeway bridge and 100 feet east of Myrtle Street {$4,500) and the balance to wheelchair ramps {$1~430). New sidewalk projects for 1987-88 are proposed as follows: 1. Newport, west side south of Wass $ 4,125 2. Bryan and Browning, NE Corner 7,125 3. Third and "C" Streets, SE Corner 2,525 4. "B" Street, west side 2nd to 3rd 3,150 TOTAL $16,925 Projects I and 2 are on the arterial highway system; Projects 3 and 4 are downtown and will serve the needs of pedestrian traffic near Peppertree Park. We would have all 1986-87 and 1987-88 projects ready to go to bid as a single contract by the time that Orange County Transportation Commission approval of the new application is received. RESOLUTION NO. 87-88 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, ORANGE COUNTY, CALIFORNIA, APPROVING 4 THE APPLICATION FOR BICYCLE AND/OR PEDESTRIAN FUNDS UNDER SB 821 5 6 WHEREAS, SB 821 provides that 2% of each County's total local Trans- portation Fund be annually set aside and used to fund the development of ? bicycle and pedestrian facilities; and WHEREAS, the City of Tustin desires to provide sidewalk facilities for $ )edestrian use throughout the entire community; and 9 WHEREAS, the City of Tustin desires to construct the sidewalk facilities 10 ~ithin their City utilizing the finds available under SB 821. 11 NOW, THEREFORE, the City Council of the City of Tustin does resolve as follows: 1. To construct sidewalk facilities within this City to established City 12 standards. 14 2. To authorize Robert S. Lendendecker as the City's authorized signature and designated contact person. 15 3. To apply for all funds to the City of Tustin allocated for bikeways 16 and pedestrian facilities under SB 821. 17 PASSED AND ADOPTED at a regular meeting of the Tustin City Council held on the 3rd day of August, 1987. 18 19 20 Richard B.
