RECOMMENDATION:

BACKGROUND:
Staff has reviewed the concerns out-lined in an anonymous letter to Councilman
Kelly regarding the conditions of the sidewalks along Yorba St., Vandenberg Ln.,
Prospect Ave. and Irvine Blvd. (Copy of letter attached).
A major portion of the westerly side of Prospect Avenue, that area between
Vandenberg Lane and the flood control channel southerly of Sherbrook Drive, is
within the unincorporated area of the County of Orange and will not be addressed
in this memo. A copy of this letter will be forwarded to the County for their
information and action.
DISCUSSION:
Staff's review found that many of the concerns outlined in the attached letter
were certainly valid and have requested that corrective actions be initiated by
the Maintenance Division as follows:
Trim all private t'rees and/or shrubs overhanging the sidewalk to a height
of 7.0 feet above the sidewalk on all four streets.
Lift/trim all street trees to an adequate height above sidewalk on all
four streets.
Remove all dead leaves, debris and litter from the sidewalks along Yorba
St. and Vandenberg Ln.
The letter outlined two areas of difficulty to pedestrians due to tree plantings
in the parkway. The first area is on Yorba St. between Roseleaf Ave. and
Amagansett Way where Junipers have been planted adjacent to the curb and are
impacting the majority of the sidewalk width. It is suggested that these Junipers
be removed and replacement trees planted.

The second location is along the southerly side of Vandenberg Ln. between Enderle
Center Way and Prospect Ave. These trees have been placed in a 6.0 foot wide
sidewalk which leaves a clear walkway area 2.5 feet. We have had no previous
complaints on this area and it is a low pedestrian volume area. I would suggest
that the. trees remain, but the area be monitored routinely to insure that there
are no additional encroachments to impact the walkway area.
