YORBA STREET WIDENING/UTILITY UNDERGROUNDING BETWEEN FIRST STREET
AND IRVINE BOULEVARD
RECOMMENDED ACTION:
For City Council meeting of* September 2, 1986.

BACKGROUND:
At a recent City Council meeting, staff was requested to prepare a report with
respect to the widening of Yorba Street and the undergrounding of utilities
between First Street and Irvine Boulevard as it relates to cost and funding
sources.
In late 1979, Yorba Street was scheduled for widening as a cooperative project
within the County of Orange Arterial Highway Financing Program. At that time, the
residents opposed any widening and petitioned the City Council to cancel the
project. In January, 1980, the City Council cancelled the widening project.
DISCUSSION:
The Yorba Street widening has been re-examined at current day construction and
right of way cost as follows:
Preliminary and construction engineering ................ $ 12,800.00
Construction cost and contingency ....................... 91,500.00
Right-of-way engineering ................................ 10,600.00
Right-of-way acquisition ................................ 77,600.00
$192,500.00
It is anticipated that this project would still be elgibile as a cooperative
project in the County's Arterial Highway Financing Program (A.H.F.P.) wherein, the
City would fund 50% or $96,250.00 and the County A.H.F.P. would fund 50% or
$96,250.00.
The only overhead utility lines along Yorba Street are for Edison Company street
lighting and Pacific Bell telephone facilities. It appears that the Edison
facilities could be undergrounded under Rule 20A provisions which would require
the telephone facilities to be undergrounded. Installation of street lighting is
estimated at $1,500 for three additional marbelite street standards. It is
assumed that the street lighting conduit/trenching cost of $11,200.00 would be
included within the underground district.

In the event the City Council desires to include this project as a submittal to
A.H.F.P. for 1987-88, the project application will need to be submitted to the
County's Environmental Management Agency in December, 1986.
