1. CALL TO ORDER
The meeting was called to order at 7:24 p.m. by Chairman Saltarelli in the
City Council Chambers, 300 Centennial Way, Tustin, California.

3. APPROVAL OF MINUTES - AUGUST 4, 1986, REGULAR MEETING
It was moved by Hoestere~, seconded by Edgar, to approve Minutes of the
August 4, 1986, Regular Meeting. Motion carried 4-0, Kennedy abstained.
PUBLIC HEARING - COMPLIANCE WITH AB 265 CONCERNING 'SET-ASIDE' FUNDS FOR
LOW/NOOERATE INCOME HOUSING - RESOLUTIONS NO. RDA 86-10 AND RDA 86-11
The Executive Director noted that the resolutions clarify that increment
funds from the Town Center Project area are needed to pay off current and
future obligations, and 20% of the increment funds will not be set aside
for housing projects. In the South Central Project Area, 20% of the
increment is set aside for housing.
Chairman Saltarellf opened the public hearing at 7:26 p.m. There were no
speakers on the matter, and the public hearing was closed.
It was moved by Edgar, seconded by Kenned~l, to adopt the following:
RESOLUTION NO. ROA 86-10 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING A STATEMENT OF EXISTING
OBLIGATIONS FOR THE TOWN CENTER PROJECT
RESOLUTION NO. RDA 86-11 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING A STATEMENT OF EXISTING
PROGRAMS FOR THE TOWN CENTER REDEVELOPMENT PROJECT AREA
Motion carried 5-0.

5. CITY HALL LANDSCAPING
As recommended in the inter-com dated August 18, 1986, prepared by the
Community Development Department, it was moved by Hoesterey, seconded by
Edgar, to authorize advertisement of formal bids to secure contract ser-
vices for upgrading of landscape and irrigation systems in the City Hall
courtyard area and in an area adjacent to the employee parking lot. Car-
ried 5-0. 39
