RESOLUTION APPROVING APPLICATION FOR 1986 STA'II[ REGIONAL
COMPETITIVE GRANT
RECOMMENDATION:
Approve Resolution #86-114 authorizing the application for 1984 Park Bond Act
funds through the 1986 State Regional Competitive Program in the amount of
$100,000.
BACKGROUND:
This is the third and final cycle of the State Regional Competitive Program.
$25 million is available this budget year for the ten regions in the State.
This is a competitive program which requires no local match, and staff has
been successful in obtaining these scarce funds for the past two years.
Staff recommends that these grant funds be used to fund improvements at
Pinetree Park. Improvements would include the development of a large
picnic-shade shelter, the upgrade of the play equipment, the removal of the
wading pool, and replacement with an additional play area.
In April 1986, the Wakefield Company did an extensive audit of all of our
parks, and recommended these improvements.
If awarded the grant, these funds would become available July 1, 1987.

RESOLUTION NO. 86-114
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS
UNDER THE REGIONAL COMPETITIVE PROGRAM OF THE CALIFORNIA
PARK AND RECREATION FACILITIES ACT OF 1984 FOR MAJOR
IMPROVEMENTS TO PINETREE PARK.
WHEREAS, the people of the State of California have enacted the
California Park and Recreational Facilities Act of 1984, which
provides funds to the state of California and its political
subdivisions for developing facilities for public recreational
purposes; and
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibililty for the administration of the program
within the state, setting up necessary procedures governing
application by local agencies under the program; and
WHEREAS, said procedures established by the State Department of
Parks and Recreation require the applicant to certify hy resolution
the approval of applications before submission of said applications
to the state; and
WHEREAS, said apoltcatlons contain assurances that the
applicant must comply with; and
WHEREAS, the applicant agency will enter into an agreement with
the State of California for development, rehabilitation, or
restoration of the project:
NOW, THEREFORE, BE IT RESOLVED that the Tustin City Council
hereby:
Approves the filing of an application for 1984 state grant
assistance for the above project; and
Certifies that said agency understands the assurances and
certification in the application; and
Certifies that said agency has or will have sufficient funds to
operate and maintain the project, and if the project is
selected for state grant funding; and
Certifies that said organization will provide construction
plans and specifications to the state within one year of the
appropriation of funds under this program and will commence
work immediately after state approval; and

Appotnts the City Manager as agent of the City of Tusttn
to conduct all negotiations, execute and submit all documents
including but not ltmfted to application, agreements, amend-
ments, payment requests, and so on, which may be necessary
for the completion of the aforementioned project.
PASSED AND ADOPTED at a regular meeting of the City Council of
the City of Tusttn, California, this day of , 1986.
