Authorize the prohibition of parking during street sweeping operations on the Hyannisport Road cul-de-sac between the driveways at 14712 and 14711 Hyannisport Road, subject to receipt of a written request from both affected residents. BACKGROUND: Current City Policy requires any individual requesting the prohibition of parking during street sweeping operations in a single family residential neighborhood to circulate a petition along the entire block (both sides) of the requested street. In the event a majority of the residents request the prohibition, then staff would implement the appropriate signing. Mr. George Simon of 14712 Hyannisport Road has made a request for the parking prohibition on a portion of Hyannisport Road, not the entire block. His request is a unique situation and does not fall entirely under the current established City Policy. DISCUSSION: Mr. Simon's residence is at the southerly end of the Hyannisport Road cul-de-sac just northerly of Sycamore Avenue in the Tustin Meadows development. At the end of this cul-de-sac is an inlet to the storm drain system which collects nuisance water/storm water from the 'northerly one-third of Tustin Meadows and as far west as Red Hill Avenue. This catch basin inlet is located between the driveway at Mr. Simon's residence and the residence directly across the street at 14711 Hyannisport Road. The distance between the driveways is approximately 45-50 feet which provides parking for two vehicles. The existence of these vehicles during street sweeping hours prevents adequate street sweeping in the vicinity of the catch basin which results in standing water. During warm weather conditions this nuisance flow becomes stagnant and develops an offensive odor. Mr. Simon has requested a parking prohibition during street sweeping hours on that portion of the Hyannisport Road cul-de-sac between his driveway and the driveway across the street at 14711 Hyannisport Road. Staff has reviewed his request and concurs that this requested posting would benefit the clean-up of that immediate area. Staff additionally feels that the petition need not be circulated to the entire block in that it only directly affects the two residents at 14712 and 14711 Hyannisport Road. The area requested for parking prohibition is delineated on the attached drawing.
