HUSTON, CITY NANAGER FROM: COI~liYrY DEYELOP~ENT DEPARTHENT SUBJECT: PROPOSED RANCHWOOD/BELL#ICK ANNEXATION NO. 138 RECOI~ENDAT~ON: Authorize staff to advertise a public hearing for October 6, 1986 on the City Council's intent to adopt a resolution as application for the Ranchwood/Bellwick Annexation No. 138 to the city of Tustin. PRO~IECT ANALYSIS: A letter of request for annexation to the city of Tusttn has been received from the Bellwick Community Association. This area is bounded by Irvine Boulevard on the north, Browning Avenue on the west, and the Irvine Ranch on the east and south. This area may be annexed pursuant to the island annexation procedures of Sections 56801 and 56700 of the Government Code. This procedure requires the City Council to advertise a public hearing on its intent to adopt a resolution making application to the Local Agency Formation Commission for annexation. The Local Agency Formation Commission makes findings related to compliance with the island annexation requirements and refers the proposals to the Board of Supervisors as the conducting authority. If protests are filed with the Board of Supervisors that represent less than $0[ of the registered voters of the area, the annexation to the city is ordered by the Board. During the month of May, 1986, the Board of Governors of the Bellewick Community Association mailed a questionnaire to the eighty home owners in our community to determine their opinions regarding annexation into the City of Tustin. Of the forty-one respondents, one (a new resident) expressed no opinion, thirteen were opposed, and twenty-seven were in favor of annexation. As twice as many of the respondents favored annexation as opposed it~ we are hereby requesting consider- ation of annexation of our community by the City of Tustin. The Bellewick Community Association is comprised of the homeowners of residences on Wickshire Lane and on Ranchwood Road in tract number 6628, assessor's map book 500, page 01, County of Orange (we are located ifm,,ediately south of the in- tersection of Irvine Boulevard and Browning Avenue).
