PROPOSED ANNEXATION NO. 138 RANCHWOOD/BELLEWICK
RECOI~ENDATION:
Conduct a public hearing to receive testimony from affected residents and
adopt Resolution No. 86-118 at the conclusion of the hearing.
BACKGROUND:
The Cortese-Knox Local Government Reorganization Act of 1985 authorizes the
City Council to make application for the annexation of island territory
after publication of a notice of intention to adopt a resolution and
conduct a public hearing. Notice of hearing was published in the Tustin
News on September 25, 1986, and was noticed to all property owners within
the proposed annexation area known as Ranchwood/Bellewtck Annexation No.
138 to the City of Tustin.
DISCUSSION:
The hearing before the City Council is an informational hearing to provide
an opportunity for the residents of the area to express their concerns and
views on the resolution of application. This is not a protest hearing and
the filing of a protest at this hearing has no validity as to the status of
the annexation proposal.
Following the hearing City Council has the discretion to table the
resolution of application or to adopt the resolution. If City Council
adopts Resolution No. 86-118, the Local Agency Formation Commission
conducts a fact finding hearing to determine if the subject proposal meets
the requirements of the Government Code.

Upon LAFCO's determination, the matter is referred to the Board of
SUpervisors as the "conducting authority." The Board advertises and
conducts a protest hearing. If less than fifty (50)) percent of the
registered voters of the area file a protest with the Board of Supervisors,

That portion of Lot 5 in Block 44 of Irvine's Subdivision in the
County of Orange, State of California, per map recorded in Book l, page 88
of Miscellaneous Maps, in the office of the County Recorder of Orange
County, California, described as follows:
BEGINNING at an angle point in the existing boundary line of the
City of Tustin as established by the "Irvine-Myford Annexation No. 81
(Amended), Parcel A", said point being the Northeasterly teminus of that
certain course described in said annexation as "N. 40° 37' 16" E.,
1321.07 feet", said point also being the most Easterly corner of Tract
No. 6628, per map recorded in Book 246, pages 36 through 38 of
Miscellaneous Maps, in the office of the County Recorder of said Orange
County, California, and said point also being on the centerline of Irvine
Boulevard (which centerline coincides with the Northeasterly line of said
Block 44 of Irvine's Subdivision) distant S. 49° 18' 55" E., 660.00 feet
from the centerline intersection of Irvine Boulevard and Browning Avenue;
Thence along said existing boundary line of the City of Tustin as
established by said "Irvine-Myford Annexation No. 81 (Amended), Parcel A"
and along the Southeasterly and Southwesterly boundary lines of said Tract
No. 6628, the following courses and distances:
S. 40° 37' 16" W., 1321.07 feet;
N. 49Q 19' 41" W., 660.00 feet to an angle point in said existing
boundary line of the City of Tustin, said angle point being the most
Westerly corner of said Tract No. 6628, and said point also being on the
centerline of Browning Avenue (which centerline coincides with the North-
westerly line of said Block 44 of Irvine's Subdivision);
Thence leaving said existing boundary line of the City of Tustin as

and along the Northwesterly boundary line of said Tract No. 6628, and
along said Browning Avenue centerline and the Northwesterly line of said
8lock 44, N. 40° 37' 16" E., 1321.22 feet to the most Northerly corner of
said Tract No. 6628, being the centerline intersection of Irvine
Boulevard and Browning Avenue, and also being the Northerly corner of
said Block 44 of Irvine's Subdivision;
Thence'along the Northeasterly boundary line of said Tract No. 6628,
and along said Irvine Boulevard centerline and the Northeasterly line of
said Block 44, S. 4g° 18' 55" E., 660.00 feet to the POINT OF BEGINNING.

RESOLUTION NO. 86-118
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA, MAKING
APPLICATION FOR THE ANNEXATION OF
TERRITORY KNOWN AS RANCHWOOD/BELLEWICK
ANNEXATION NO. 138.
WHEREAS, the City Council of the city of Tustin on its own motion has
initiated preliminary proceedings for the anne)atton of certain inhabited
territory constituting an unincorporated island; and
WHEREAS, the city of Tustin has the ability to extend the full range
of municipal services to the subject territory to better serve the needs of
the residents of the area; and
WHEREAS, an advertised public hearing will be conducted by the City
Council on October 6, 1986 on the Council intent to adopt a resolution of
application for annexation of the subject territory to the city of Tustin;
and
WHEREAS, the City Council has determined that the proposed annexation
is a Categorical Class 19 exemption from the requirements of CEQA;
NOW, THEREFORE BE IT RESOLVED, by the City Council of the city of
Tustin, California that:
The proposal for the Ranchwood/Bellewick Annexation No. 138 to
the city of Tusttn is made pursuant to Chapter 3, Part 1 of the
Cortese-Knox Local Government Reorganization Act of 1985.
The proposed change of organization consists of the annexation
of 20.017 acres of inhabited island territory, surrounded by the
incorporated limits of the city of Tustin, and the County of
Orange, and said territory will derive benefits of full
municipal services as a result of the annexation.
The subject territory is bounded by Irvine Boulevard on the
north, Browning Avenue on the west, and the Irvine Ranch on the
east and south.
The proposed annexation is made for the purpose of increasing
the economy and efficiency of government services by
incorporating island territory within the city's sphere of
influence.
The application for annexation is submitted by the City Council
of the city of Tustin on its own motion along with a request
from the Bellewick Homeowners Association.

The Local Agency Formation Commission is hereby requested to
undertake annexation proceedings pursuant to Chapter 3, Part I
of th~ Local Government Reorganization Act of i985.
PASSED AND ADOPTED at a regular meeting of the City Council of the
