APPROVAL OF RES~LI. ITION NO. 86-112
RECOMMENDATIDN:
Approve Resolution No. 86-112 and authorize the Mayor and City Clerk to execute
the agreement to permit an application for a state child care license.
FISCAL IMPACT:
This recreation program will be self-supporting. Existing Community Services
staff will manage the program, which will be operated by independent
contractor--as is done in our existing program at Lambert School.
Any cost for additional liability coverage as a result of this program will be
minimal. This cost will be passed on to the private contractor.
BACKGROUND:
After-school recreation programs are offered by many cities in Orange County.
Cities such as Irvtne, Orange, Santa Aha, and Placentia offer these types of
programs at school sites or at park sites adjacent to schools. None of the
cities have reported complaints concerning competition from private service
providers. This may be due to the great need for after-school recreation for
elementary-age children.
In most areas of California, there are not enough child care services to meet
the needs of residents. In Orange County alone, it is estimated that by 19R8,
an additional 28,000 children under the age of five will need child care, and
that over 6D% of families will reouire child care.
The School District is not able to offer this type of program. The District is
prohibited by the Education Code from hiring the necessary staff.
Currently, the City of Tustin operates a licensed child development program for
children ages 2.6 to 5 years. The Community Services Department proposes to
expand these services by providing after-school recreation programs for
elementary-aged children. The proposed program will be housed at Reswick Ele-
mentary School. Approval from the Principal, Pete Brower, and the Manaqer of
Support Services for the Tustin Unified School District, Larry Sutherland, has
been granted. Staff is in the process of completing the application and with
Council authorization, will submit it to the Department of Social Services for
approval.

Assembly Bill 469, Which became law in January of 1985, requires all agencies
which provide child care programs to become licensed by the State ~epartment of
Social Services. Licensing of the program will all~ the CiO to provide much-
needed after-school recreation proqrams to the residents of Tustin. The pro-
gram w~ll begin October or November of this year.

RESOLUTION NO. 86-112
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE APPLICATION FOR A CHILD CARE
CENTER LICENSE IN ACCORDANCE WITH HEALTH AND SAFEI"f CODE
SECTIONS 1540 and 1541 AND OTHER APPLICARLE LAWS.
WHEREAS, the legislature of the State of California enacted the
provision of AB469 in September, 1984, which requires cities to license
Child Care Programs operating for more than 12 hours per week; and
WHEREAS, the City of Tusttn Community Services is proposing to
operate an after-school Child Care Program at Beswtck School for more than
12 hours per week and;
WHEREAS, the Child Care Program Will provide a worthwhile service
to the children and parents of our community;
NOW, THEREFORE, BE IT RESOLVED that the Tustin City Council hereby
authorizes the application for a Child care Center license for the Tustin
After-School Child Care Program at Beswick School.
PASSED AND ADOPTED at a regular meeting of the City Council of the
