Pleasure of the City Council. twenty three (23) responses. One letter was returned undeliverable due to a vacant residence resulting in questionnaires mailed. BACKGROUND: At a'previous City Council meeting and as a follow-up to a Council request, staff prepared a staff report concerning the installation of landscaped median islands along Main Street between "C" Street and 200 + feet westerly of Myrtle Avenue. A preliminary cost estimate for these median ~sland installations is $90,000 if constructed with the remainder of the upcoming street reconstruction project. As requested by City Council, staff mailed a questionnaire type letter to each of the residential or business addresses along Main Street (copy attached). A total of thirty nine (39) letters were mailed and, as of this date, we have received by the post office as a total of 38 letter DISCUSSION: As of this date, the City has received a total of 23 responses as follows: Percentage Percentages of Letters of Total Number Respondin9 Letters Sent o In favor of median island installation 6 26.1 15.8 o Against median island installation 17 73.9 44.7 ° No response 15 -- 39.5 TOTALS 38 100% ~00% Many of the responses not in favor of the median island installation provided additional comments as to why the medians should not be installed. These are available in the Engineering files for future reference by the Council if desired. SEPTEMBER 30, 1986 PAGE TWO Due to the large percentage of affected residents not desiring the median island installation, staff suggests that the landscape median islands along Main Street not be installed. Bob Ledendecker Director of Public Works/City Engineer BL:jm Attachment Department of Public Works/Engineering September 9, 1986 Resident or Businessperson Tustin, CA 92680 Dear Resident/Businessperson: The City has been requested to investigate the feasibility of constructing raised median islands along Main Street between "C" Street and a point approximately 200 feet westerly of Myrtle Street. It is anticipated that these median islands will be landscaped wiCh grass and trees and contain a decorative stamped concrete pavement in the narrow widths adjacent to the left lanes. The median islands would be fourteen (14) feet in width in the areas containing landscaping and four (4) feet in width in the areas containing decorative stamped concrete adjacent to the left turn lanes at each street intersection. The remainder of the roadway would be paved and contain one travel lane in each direction and one parking lane~adjacent, to each curb, except for the areas in the immediate vicinity of the street intersections that will require red zoning for visibility purposes. Access to driveways on the southerly side of Main Street would be limited to eastbound traffic and access to driveways on the northerly side of Main Street would be limited to westbound traffic. All left turning movements would be restricted to street intersections and from left turn lanes. Additionally, it is progosed to prohibit all U-turns at each of the street intersections. A conceptual layout of the proposed median islands are shown on the attached drawing. Please check the appropriate box below and return one copy of this letter in the self-addressed stamped envelope by September 26, 1986.
