WAIVER OF LIGHT FEES FOR YOUTlt SPORTS PROGRAMS

FISCAL IMPACT:
If light fees are waived for youth sports, the City would lose revenues that
offset electricity, matnteffance, and processing costs. Light-rental revenues
for fiscal year lg86/87 are estimated at $7,000. It is anticipated that youth
groups will count for B5 percent of those revenues, or about $6,000.
In addition to the expense and loss of revenues, another issue to consider is
the possibility of setting a precedent for other groups to request the same
consideration. This could result in loss of a significant amount of fees,
ranging up to $100,000. per year.
BACKGROUND:
Staff has been approached by a leader of a youth sports group requesting that
City Council waive light-use fees for Tustln area youth sports programs.
The present light fee schedule was adopted by City Council in July 1983
(schedule attached). The fee of $8.00 per hour with a $10.00 call out fee is
charged to all groups using the lighted fields with the exception of the
commercial users. Commercial users are charged $20.00 per hour. Light fees
for the City-sponsored adult softball leagues are covered by their league fees
and are calculated at the $8.00 per hour rate.
Prior to the new lighting on fields #3 and #4, the previously-unlit area was
used as a multipurpose field by those sports groups requiring only peripheral
lighting. The light fees were $4.00 per hour for this ancillary lighting.
With the new lighting, the fees will be consistent with those for fields #1
and #2.
ALTERNATIVES.:
1. Leave fees at the current rate with the Tustin youth sports programs
receiving lowest rate, which is the resident, non-profit group I! at $8.00
per hour, per field.
