HUSTON, CITY MANAGER CITIZEN INQUIRY - RELOCATION OF ARNY NATIONAL GUARO HELICOPTERS TO TUST[N MAR[NE CORP AIR STAT[ON RECOMMENDATION Direct staff to respond to the citizen making the inquiry and receive and file. BACKGROUND & DISCUSS[ON At the September 2, 1986 City Council meeting, Mr James H. May, 14642 Peppertree Circle, expressed concern about the possible relocation of Army National Guard helicopters from the Armed Forces Naval Reserve Air Station in Los Alamitos to the Marine Corp Air Station in Tustin. This same question was raised approximately one year ago when Congressman Bill Dannemeyer was quoted in the Los Angeles Times as advocating relocation of National Guard helicopters to the Tustin facility. The City responded by sending letters to Congressman Dannemeyer, Congressman Dornan and the Editor of the Times expressing opposition to such a transfer. The City al so confirmed, through the Tustin base Commanding Officer, Col. David McEvoy, the Marine Corps's firm opposition to any attempt to house National Guard helicopters in Tustin. No further action was taken by Congressman Dannemeyer. In response to the citizen inquiry at the September 2 City Council meeting, staff spoke with Col. McEvoy who reconfirmed the Marine Corps position of one year ago. Col. McEvoy al so stated that a squadron of helicopters is being housed at the E1 Toro facility because capacity in Tustin has been reached. Those helicopters would be returned to Tustin prior to consideration of housing outside aircraft.
