FWY WIDENG 10-22-86TO: FROM: SUBJECT: WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SAI(TA ANA FREEWAY WIDENING BETWEEN ROUTE 1-405 AND NEWPORT AVENUE RECOMMENDATION: For the City Council meeting of October 22, 1986. Authorize staff to send attached letter of concurrence to Caltrans widening of the Santa Aha Freeway between Route 1-405 and Newport Avenue. BACKGROUND: for the During the review process of the Environmental Document for the Santa Ana Freeway Widening Project, the City Council expressed their concerns about Alternative 3 of the widening project and forwarded these concerns to Caltrans along with the City's support for Alternative 2. Alternative 3 provides for the following in each direction: One high occupancy vehicle (HOV) lane One 12 foot wide buffer lane Five general purpose lanes One 12 foot wide auxiliary lane Alternative 2 provides for the following in each direction: One high occupancy vehicle (HOV) lane Three general purpose lanes One 12 foot wide auxiliary lane Caltrans has selected Alternative 3 and is currently proceeding with the preliminary design of same. DISCUSSION: Caltrans has requested a letter from the staff concurring with the widening concepts and geometrics of the proposed widening project through the City of Tustin. This letter is required so that the right of way appraisal activities can be commenced prior.to the final execution of the formal Freeway Agreement by the City Council. The attached letter has been prepared and provides for the Caltrans request without providing definite support for Alternative 3. It merely concurs with the proposed areas of freeway realignment to provide the least amount of impact to the community with respect to the widening project. OCTOBER 15, 1986 PAGE TWO This letter also provides concurrence based upon the retention of the Red Hill interchange, inclusion of the Tustin Ranch Road interchange and implementation of the Jamboree Road interchange as currently proposed. Box 2304 Los Angeles, CA 90051 RE: SANTA ANA FREEWAY WIDENING PROJECT BETWEEN ROUTE 405 AND NEWPORT AVENUE FILE ~896 Dear Mr. O'Hara: This letter will provide City staff's concurrence with the conceptual widening plan for the Santa Ana Freeway as presented with the realignment of the various segments as follows: Between Newport Avenue and Red Hill Avenue widening to the north ° Between Red Hill Avenue and Tustin Ranch Road (formerly Jamboree) widening to the south Tustin Ranch Road (formerly Jamboree) to Jamboree Road (formerly Myford) widening on both sides and a 23 + foot shift of the freeway centerline in the northerly direction This concurrence is based upon the retention of the Red Hill Avenue/I-5 interchange in its current geometric configuration, the inclusion of the Tustin Ranch Road/I-5 interchange in its proposed configuration and the Jamboree Road interchange configuration as it is proposed in its current design. It is our understanding that this letter of concurrence will allow the right of way appraisal activities to commence prior to the final execution of the Freeway Agreement by the City Council.
