REQUEST FOR TRAFFIC SIGNAL AT WARNER AVENUE AND PULLMAN STREET
RECOMMENDATION:
For the City Council meeting of October 22, 1986.
Program the traffic signal installation at Warner Avenue and Pullman Street for
the 1986-87 fiscal period subject to recommended funding participation from City
of Santa Aha and Steelcase, Inc.
BACKGROUND:
In June, 1986, the Mayor received a letter from Steelcase, Inc. requesting that a
traffic signal be installed at the intersection of Warner Avenue and Pullman
Street (copy of letter attached). Steelcase's private driveway completes the
fourth leg of this intersection.
Apparently, Steelcase has also sent a letter to Santa Ana expressing similar
concerns and requesting a traffic signal installation at the Warner Avenue and
Pullman Street intersection.
DISCUSSION:
The Steelcase letter cites that traffic flows on Warner Avenue have increased
significantly in recent years and that a number of accidents have occurred at the
subject intersection. The following is a summary of the average daily traffic
(ADT) for the easterly leg of Warner Avenue (easterly of Pullman Street):
1981 - 10,572
1982 - 9,757
1983 - 10,006
1984 - 13,504
1985 - 14,807
1986 - 11,308
Also, a summary of the accident history as compiled from City of Tustin records
for the subject intersection:
1981 - None
1982 - One
1983 - One
1984 - None
1985 - None
1986 - None to Date
The City of Santa Aha has reviewed this intersection and found that a traffic
signal installation is justified. The Tustin staff has similarly reviewed this
intersection and concurs with the Santa Aha findings.
The subject intersection is a three-leg intersection of public streets with the
Steelcase driveway serving as the fourth leg of the intersection. The
jurisdiction boundaries of the intersection would be as follows:

City of Tustin (2-legs) ........... 50%
The estimated cost of a traffic signal installation at this intersection is
$75,000.00 plus plan preparation/field inspection at $5,000.00 for a total cost of
$SO,OO0.O0.
It is my understanding that Steelcase has offered to City of Santa Ana a
contribution of $5,000.00 as their share. A fair share for Steelcase should be
25% or $20,000.00 as indicated above.
Staff would recommend that this traffic signal installation be budgeted for the
1986-87 fiscal period subject to committed funding from City of Santa Ana and
Steelcase, Inc. as shown above.

Dear Mayor Saltarelli:
The /h~stin City ~gineer's office has informed us that the
placement of a traffic signal at our exit to Warner Avenue
(and Pullman) has been omitted from the Fiscal Year 1986-
1987 Tustin budget. This is due to a lack of funding and a
lack of budgetary cooperation from the City of Santa Ara.
We are seriously concerned about this situation and
urgently request a review of this funding allocation
decision. The traffic flow on Warner Avenue has increased
significantly in recent years and a number of accidents
have occurred at that location. Some of these have
involved our employees.
Last m~nth one of our employees was involved in a total
vehicle des[ruction accident as he exited from our parking
lot. While there is no guarantee that a traffic signal
would have prevented this accident, there is no doubt that
a signal would substantially improve traffic safety.
Again, we respectfully request your reconsideration of this
decision and hope that a traffic signal could be installed
as soon as possible.
