HomeMy WebLinkAboutRPT 6 DRIVEWAY MOD. 10-22-86DATE:OCTOBER 986 la, er- om TO: FROM: SU BJ ECT: WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTNENT/ENGINEERING DIVISION TUSTIN HEIGHTS SHOPPING CENTER DRIVEWAY MODIFICATION AT IRVINE BLVD./OLD IRVINE BLVD. - 'INFOR~t~TION REPORT On October 1, 1986, staff met with Douglas Mejia of Rreef Corporation and several tenants of the Tustin Heights Shopping Center to discuss the status of entrance modifications to the center at Irvine/Old Irvine Boulevards. It was the general concensus of tenants that the latest date for completion of the work on this modification is to be November 7, 1986, so as not to interfere with the upcoming holiday shopping season. This concern was re-emphasized in the attached letter from Ralph's dated October 1, 1986. Staff attended a subsequent meeting with Mr. Mejia of Rreef and their contractor on October 9, 1986, and it was determined that the work could not be guaranteed to be completed, as requested, by November 7, 1986 due to the possibility of rain prior to that time. It is my understanding that Mr. Mejia will be communicating with the tenants at the shopping center to establish a start date for the modification in early 1987. In order to reduce some of the confusion currently experienced by motorists in the intersection, staff is suggesting that the movements from Old Irvine Blvd. to the shopping center and to eastbound Irvine Blvd. be separately phased from the movements of motorists exiting from the shopping center to westbound Irvine Blvd. and to Old Irvine Blvd. This can be accomplished by modifying the existing equipment and the installation of three modified traffic signal heads at an estimated cost of $1,600.00. This cost could be absorbed in the departments current operating budget with no supplemental budgeting required. This split-phasing scheme would also provide one of the ultimate movements requested n the Ralph's letter of October 1st and would be compatible with the proposed entrance modification. The proposed split-phasing would reduce some green-time now allotted to Irvine Blvd., but should not have an adverse impact to the Irvine Blvd. traffic flow. Staff will proceed with this phasing modification after the October 22nd Council meeting unless discussions at that meeting indicate otherwise. The meeting went well, however, we want to ~ reiterate Ralphs Grocery Company's concern relative to the absolute cJ~letion date of the proposed relocation of the main driveway--that being November 7, 1986. If for any reason the project cannot be completed by that date, we strongly recommend that the project be rescheduled for early 1987. Jerry Ailshie wanted me to mention again to you the necessity of having a left-hand turn light from the CenteK, wqst-bound on Irvine, and, also, a left-hand turn light from Irvine (west-bound) into the Center.
