At the City Council's last meeting, staff indicated that a response letter would be drafted and forwarded to the Council for their review prior to sending the letter. In the event there are no requested changes to the letter, we will send the attached letter to Ms. Megallon. Bob Ledendecker Director of Public Works/City Engineer BL:jm Attachment November 3, 1986 Department of Public Works/Engineering Ms. Florence Megallon, President Influential Square Homeowners Association 17256-B Nisson Road Tustin, CA 92680 RE: INFLUENTIAL SQUARE STORM DRAIN PROBLEMS Dear Ms. Megallon: The Tustin City Council is in receipt of your recent October 7, 1986 letter and after lengthy discussion at their last Council meeting, they have asked that I respond to you on this matter. During 1984-85, when the City was completing the design for the storm drain along Nisson Road to intercept the freeway drain that currently outlets on the Influential Square site, it was discovered that a portion of Nisson Road in the vicinity of "B" Street was still under the jurisdiction of Caltrans. Additionally, about that same time period, Caltrans determined that the existing Nisson Road alignment would require relocation in a southerly direction to accommodate both the interchange modifications as well as the freeway widening. This proposed relocation of Nisson Road delayed the installation of the storm drain facility until such time the new right of way for Nisson Road could be acquired and cleared for construction. It is the City's intent to complete the design and implement construction as soon as the relocated Nisson Road right of way can be acquired and cleared. As you are aware, the Influential Square development was constructed in 1954 under the jurisdiction of the County of Orange. Both the storm drain at the southerly end of the development and the freeway drain outletting on to and at the northerly end of the development were constructed at that time and have been functioning for approximately twenty two years. After the flooding occurred in 1983, the City maintenance crews removed many objects from the drain at the southerly end of the development and installed bars over the inlet to screen out many of the larger objects that created a problem in the past. Staff's recommendations to City Council were as follows: Maintain a continuous inspection of the drain located at the southerly end of the condominium development during each rainy season. Maintain the City committment to complete the westerly storm drain extension along Nisson Road to intercept the freeway drain, and once Caltrans has obtained and cleared right of way for the Nisson Road relocation, implement the construction at the earliest practical date. 300 Centennial Way · Tustin, California 92680 · (714) 544-8890 November 3, 1986 Page Two In the event you have any additional questions on this matter, please call me at your convenience.
