OCTOBER 22, 1986
CALL TO ORDER
The meeting was called to order at 8:21 p.m. by Chairman Saltarelli in the
City Council Chambers, 300 Centennial Way, Tustin, California.

3. APPROVAL OF MINUTES - OCTOBER 6, 1986, REGULAR MEETING
It was moved by Hoestere¥, seconded by Edgar, to approve Minutes of the
October 6, 1986, Regular Meeting. Motion carried 5-0.
4. APPROVAL OF DEMANDS
It was moved by Hoestere¥, seconded by Edgar, to approve demands for the
month of September, 1986, in the amount of $121,873.84 as recommended by
the Finance Department. Carried'5-O. 60

Councilwoman Ken6edy expressed concern that the project could easily
revert to office, which seems to be a constant problem in the R&D areas.
Subject building will provide 255 parking spaces where only 161 are
required. This seems to give carte blanche to that development to go
office, and therefore have an adverse impact on traffic through greater
use.
The Planning Consultant stated that up to 50% office use is allowed. Over
50% office use would require a use permit. Councilwoman Kennedy was still
concerned with how the City could keep track of the use since it is so
easy to modify to offices. She stated she was informed that staff has
corrected the problem in other areas of the City by making the owner go
through the use permit process. However, it's a frustration, and the area
is already intensely developed and has traffic problems.
The City Manager responded to Chairman Pro Tem Hoesterey that Specific
Plan No. 7 has been prepared in draft form, but will require additional
time for completion until potential circulation issues are resolved. The
Planning Consultant stated that this project is permitted under existing
zoning. Therefore, as the Redevelopment Agency, review is strictly lim-
ited to architectural review under redevelopment law.
It was then moved by Edgar, seconded by Hoestere~, to adopt the following:
RESOLUTION NO. ~DA 86-12 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE DESIGN OF AN
INDUSTRIAL BUILDING TO BE LOCATED AT 1311 VALENCIA

The.motion carried 5-0.
It was moved by Hoesterey, seconded by Kennedy, to direct staff to inves-
tigate the possibility of requesting the Onange County Fire Department to
notify the City if, during routine building inspections, they encounter
parking problems which could be hazardous to getting fire equipment in and
out, since it may be indicative of an overuse of the property. This would
allow spot inspections of problem areas relative to parking. Carried

6. OTHER BUSINESS
In accordance with Richard Vining's suggestion, Council concurred to
direct staff to prepare the appropriate commendation for the Tustin Tiller
Days Parade. 84

It was moved by Kennedy, seconded by Kelly, to adjourn at 8:28 p.m. to the
next Regular Meeting on Monday, November 3, 1986, at 7:00 p.m. Carried
5-0.
