CALL TO ORDER The meeting was called to order at 7:55 p.m. by Chairman Saltarelli City Council Chambers, 300 Centennial Way, Tustin, California. 2. ROLL CALL in the Agency Members Present: Agency Members Absent: Others Present: Donald J. Saltarelli, Chairman Ronald B. Hoesterey, Chairman Pro Tem Richard B. Edgar John Kelly Ursula E. Services Jeff Davis, Acting Senior Planner Janet Hester, Administrative Secretary Approximately 25 in the audience 3. APPROVAL OF MINUTES - OCTOBER 22, 1986, ADJOURNED REGULAR PlEETING It was moved by Hoesterey, seconded by Edgar, to approve Minutes of the October 22, 1986, Adjourned Regular Meeting. Motion carried 5-0. 4. DESIGN REVIEW - UNITED TECHNOLOGIES NORDEN SYSTEMS, 15272 DEL A,MO - RESOLUTION NO. RDA 86-13 It was moved by Saltarelli, seconded by Hoesterey, to adopt the Pollowing: RESOLUTION NO. RDA 86-13 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE DESIGN OF AN R&D INDUSTRIAL BUILDING TO BE LOCATED AT 15272 DEL AMO AVENUE Councilwoman Kennedy reiterated concern that this is the second consecu- tive project which could easily revert to office or industrial use, since it will provide 289 parking spaces where only 163 are required. She felt the City should have a much more direct policy and approve what the ulti- mate use will be. Following Agency discussion, the motion carried 5-0. 6O It was moved by Kennedy, seconded by Kelly, to direct staff to report back on why so many additional parking spaces are being proposed, the compari- son of R&D Industrial vs. Office parking and building requirements, and why an industrial building would later convert to office. Carried 5-0. 6O Council concurred with Chairman Pro Tem Hoesterey's request to direct staff to report back with recommendations on amending existing ordinances to accommodate mid-size parking stalls and eliminate compact parking which limits the use of parking lots. 60 5.
