SUBJECT: INSTALLATION OF TWO MARBELITE BANNER POLES
RECOMMENDATION:
Approve Resolution No. 87-92 authorizing staff to install two marbeltte banner
poles for the purpose of promoting community events. The Resolution also contains
administrative guidelines for the use of said poles.
FISCAL IMPACT:
Total cost for poles and cable is $2,000. This includes materials, equipment
rental and installation, which will be done by City staff.
BACKGROUND:
Members of Tustin's 60th Anniversary Celebration Committee have approached staff
regarding p~acing a banner across Main Street. They feel it would be a wonderful
way to promote community pride and increase participation for the celebration.
After checking into different possibilities, staff found no existing structure
from which to safely hang a banner across the street. The safest method for
posting a banner would be to construct new permanent standards. These poles would
be located in the sidewalk area of 235 and 220 E. Main Street, in front of the
Saddleback Chapel and the Tustln Water Department. The gray marbelite poles would
be positioned similartly to street light poles. Staff has contacted the
Saddleback Chapel and they have no objection to the project.
The Public Works Department has lined up the necessary materials and have
developed plans for installation of the poles.
The Director of the Community Development Department has determined that under
Zoning Code no action by the Planning Commission is reeuired, due to the location
of the poles in the street right of way, and because of the public nature of the
message to be displayed on the banner. Community Development also has reviewed
the attached Resolution outlining the conditions of banner display and will
administer the program.
The primary purpose of these poles will be to promote City functions; however,
staff will make them available to other non-profit organizations which meet the
criteria. One of the requirements will be the 51 million liability insurance
naming the City of Tustln as an additional insured to protect the City's general
liability.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
3 TUSTIN APPROVING THE INSTALLATION OF TWO MARBELITE
STREET LIGHT POLES FOR lq4E PURPOSE OF POSTING BANNERS
4 TO PROMOTE PUBLIC EVENTS AND'ESTABLISHING POLICIES FOR
REGULATING lq4E USE FOR DISPLAY

The City Council of the City of Tustin wishing to promote community
6 events does hereby resolve as follows:
? A. At a regular meeting of the Tustin City Council, approval was
granted for installation of two marbelite street light poles
8 without lighting fixtures in front of 235 and 220 E. Main Street
for the purpose of posting banners to promote public events.

B. For the purpose of regulating the use and quality of the
10 displays posted, the City Council deems it necessary to
establish the following policies:

1. All banners posted on the approved structures shall
12 advertise events opened to the publtc and sponsored by the
City of Tust~n.

2. When not in use by the City, bona fide, non-profit agencies
14 located within the Tusttn area may apply for use of the
structures for the purposes of advertising events open to
15 the general public and held in the City of Tustin. This
application shall be made in writing to the Community
16 Development OepaKtment and approved by the Director of
Community Development.

3. All banners posted on the approved structures shall be
]8 posted for a maximum of 14 days unless approved by the
Director of Community Development and shall be removed no
]9 later than 72 hours after the event has occurred;
20 4. All banners posted on the approved structure must conform
with the following design criteria:
a. All banners shall be made professionally and be
22 constructed of canvas material which has slits for
:~i)II proper wind resistance;
b. All banners shall be no longer than 35 feet and no wider
24 than four feet;
2,5 c. All background colors shall be white, all copy colors
shall be 1.~mited to a choice of two colors which include
26 red, blue, black, brown, green and orange;

! d. For purposes of administering the permit process, and
for the City Maintenance crew to install and remove the
2 displays, a permit fee of $12S.00 shall be charged.
e. All applicants shall provide a certificate of general
liability insurance In the ,amount of $1 million naming
the City of Tusttn as an additional insured;
5 f. Any banner for events with corporate sponsorship must
limit the stze of the corporate logo space to no more
6 than 25 percent of the total banner size.
7 C. The p~ocedures herein contained shall' be enforced by the
Community Development Oepartment. Any variation with these
8 regulations shall require approval of the Tusttn City Planning
Con~nission and an additional fee of $100.00 will be charged for
g processing these requests·
