BLOCK GRANT 12-15-86FROM: $ UBJ ECT: HONORABLE RRYOR AND CITY COUNCIL fIEldERS CO~IUNITY OEVELOPMENT OEPARTMENT 13TH YEAR APPLICATION IN THE COIIMUNITY OEVELOPMEN]' BLOCK GRANT PROGRAM (HCD) RECOMMENDATION: Approve by Minute Order, submittal of the 13th Year CDBG application for Fiscal Year 1987-88. PROJECT ANALYSIS: The primary objective of the Housing and Community Development Block Grant Pro- gram is to prevent or arrest conditions of blight or slum and to provide com- munity facilities and services to families of low and moderate income. The pro- gram provides funds to cities and counties for housing programs, public works construction projects, land acquisition, rehabilitation, code enforcement, special projects for the elderly and handicapped, as well as other activities. Not less than 51 percent of these funds must be used for activities that provide direct or area-wide benefit to persons of low and moderate income. Also, other Federal requirements must be met. Under the HCD program the City of Tustin is considered a "non-entitlement" city because our population is less than 50,000. As such, the City applies to the County of Orange and is part of their urban county application. A public hear- ing is one of the requirements that must be met prior to our application sub- mittal to the County. Upon reaching a population of 50,000 the City will be able to directly apply to the Federal Department of Housing and Community Devel- opment for HCD funding. Attached to this report is a summary of past years' activities. Please note that there is an excess of $65,004 remaining from the South "B" Street/Mitchell Avenue improvement project. This amount of money is being transferred to the Annexation No. 135 project area. It is expected that the City will bid out the public facility improvement project for the Annexation No. 135 area in April of 1987. This project will install a drainage system and upgrade drive aprons, curbs and gutters, and rehab the existing pavement. However, this project is only part of the needed improvements for this area. As Council may recall, there was an expectation in an informal agreement with the County that other Federal funds would be provided for this area. Due to cutbacks in the Federal budget and other reorganizations, there is a shortfall of expected funds in the amount of approximately $150,000. Therefore, public facility improvement funds for the Annexation No. 135 area are #1 priority in the 1987-88 application. The City is no longer required to have a citizen advisory committee, however, staff did advertise a citizen participation meeting in the Tustin News. The meeting was held on December 5, 1986, and those in attendance recommended that the City request funds as a contribution to the Senior Center project; rehabili- tation of housing stock; and public facilities improvements. 13th Year Application in the Community Development Block Grant Program (HCD) December 9, 1986 Page Two After further study by City staff the following funds for the HCD program are being requested in the following order: 1. Public Facility Improvements - $150,000.00 (Funds for Street Improve- ments in the Annexation No. 135 Area) 2. Public Facility Improvements - $100,000.00 (Funds for Street Improve- ments in the Orange Street Area) 3. Rehabilitation of Housing Stock - $100,000.00 (Low Interest Loan and Grants to Allow Continuation of our Rehab Program) 4.
