Pass and adopt the attached Resolution requesting the County of Orange to include within the AHFP the improvement of the northeasterly corner of Red Hill Avenue and Walnut Avenue and to approve the City's fiscal year 1987-88 application for said improvement project. BACKGROUND: In December, 1985, the City Council adopted Resolution No. 85-128 requesting the County of Orange A.H.F.P. to include within their 1986-87 program the right-of-way acquisition cost (50%) for the widening of the easterly side of.Red Hill Avenue northerly of Walnut Avenue and the northerly side of Walnut Avenue easterly of Red Hill Avenue. This project was approved by the County in March, 1986 with cooperative funding as follows: County A.H.F.P. (50%) ......... $180,000.00 City of Tustin (50%) .......... $180,000.00 ESTIMATED TOTAL $360,000.00 This project was set up as a two phase project with Phase I being right-of-way acquisition ('86-'87) and Phase II being construction ('87-'88). Request for proposals have been solicited for both consultant appraisal and acquisition services on the right-of-way portion of this project. It is anticipated that this information will be presented to the City Council at their first meeting in January, 1987 for authorization/acquisition services. DISCUSSION: The requested action on this business item is for the City Council adoption of the attached Resolution requesting the County of Orange to include within the A.H.F.P. the improvement of the northeasterly corner of Red Hill Avenue and Walnut Avenue in the 1987-88 fiscal year. This action will also approve the City's 1987-88 fiscal year A.H.F.P. application to the County of Orange which was previously described as Phase II - Construction. DECEMBER 9, 1986 PAGE TWO The estimated costs and funding sources for this construction phase of the project is recapped below: County A.H.F.P. - .......... $ 67,900.00 City A.H.F.P. - ............ 67,900.00 City Non-A.H.F.P. - ........ 20,300.00 TOTAL ESTIMATED COST $156,100.00 This will require the budgeting of City Gasoline Tax funds in 1987-88 in the amount of $88,200.00. In the event the City is desirous of accelerating the project prior to July 1, 1987, staff can inquire with the A.H.F.P. as to the feasibility of the City front-ending the A.H.F.P. portion of funding and requesting reimbursement after July 1, 1987. The final date for filing this project application is December 31, 1986, consequently, City Council action will be required at the December 15, 1986 Council meeting~ Director of Public Works/City Engineer BL:jm Attachment 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 86-144 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF THE NORTHEASTERLY CORNER OF RED HILL AVENUE AND WALNUT AVENUE WHEREAS, the City of Tustin desires to improve Red Hill Avenue between Walnut Avenue and 370' + northerly of Walnut Avenue and Walnut Avenue between Red Hill Avenue and 580~easterly of Red Hill Avenue; and WHEREAS, Red Hill Avenue and Walnut Avenue are important arteries in the County of Orange and of general County interest; and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any City in the improvement, construction or repair of a street within a City; md WHEREAS, the Board of Supervisors intends to, by appropriate action, ~rovide in the County Road budget for the Fiscal Year 1987-88 a sum of money ~or the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Tustin hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County Funds the amount of $67,900.00, said amount to be matched by funds from said City, to be used to aid said City in the improvement of Red Hill Avenue between Walnut Avenue and 370' + northerly of Walnut Avenue and Walnut Avenue between Red Hill Avenue and 5~0' + easterly of Red Hill Avenue said improvements to be in accordance with the attached project statement; BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said improvements on Red Hill Avenue and Walnut Avenue, in the manner provided, is in the general County interest. BE IT FURTHER RESOLVED that, by this Resolution, the City of Tustin agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements will be available for the Fiscal Year 1987-88.
