HUSTON, CITY ~NAGER PUBLIC WORKS DEPA~I)IENT/ENGINEERING DIVISION CITIZEN CONCERN AT 15912 SO. )4YRTLE AVENUE RECOMMENDATION: For the City Council meeting of December 15, 1986. Authorize the removal of the ficus tree located at 15912 Myrtle Avenue and replacement of a tree per staff recommendation. BACKGROUND: At the December 1, 1986 City Council meeting, Ms. Marjorie Sue Nicklus expressed two requests regarding her property located at 15912 Myrtle Avenue as follows: 1. Requested the removal of a 12 inch trunk diameter ficus tree located within the parkway in front of 15912 Myrtle Avenue because the tree was located immediately adjacent to the water service/meter, servicing the property and had caused previous damage to the meter. Tree roots have also damaged sidewalk and curb/gutter which has since been repaired by the City, and the tree drops berries/seed pods which are a continual nuisance. 2. Ms. Nicklus also requested that Myrtle Avenue be posted for "No Parking"' during street sweeping hours. DISCUSSION: Staff has reviewed both requests of Ms. Nicklus and agrees that the ficus tree at 15912 Myrtle Avenue should be removed. This tree will eventually damage both the water service and meter- as well as on-going damage to the sidewalk and curb/gutter. It is suggested that this tree be replaced in a new location and with a species that would provide minimal impact to the curb/gutter and sidewalk. With regards to the request for restricted parking during street sweeping operations on Myrtle Avenue, staff has sent Ms. Nicklus a letter {copy attached) outlining the current City policy for restricted parking during street sweeping hours. Staff will react accordingly to this request once the required petition has been received from the requesting party. Midway Drive Anaheim, CA 92805 RE: 15912 MYRTLE AVENUE Dear Ms. Nicklus: City staff has reviewed your two requests, as presented to the Tustin City Council on December 1, 1986, and concurs with your request for the tree removal at 15912 Myrtle Avenue and has scheduled City Council action on this removal at their meeting of December 15, 1986. A copy of the staff report recommending removal is attached for your information. Your attendance at this December 15, 1986 City Council meeting {7:00 p.m.) is welcomed if you desire to provide any additional input. o In reference to your request for no parking during street sweeping, the following information is provided regarding current City policy: The requesting resident/property owner is required to circulate a petition along both sides of the street within the block where the parking restriction is requested. If at least 51% of the residents or managers (if rental properties) agree to said parking restriction, then the City will post the required parking restriction signs. If the majority of residents/managers oppose the restriction, then the signs will not be posted. The attached map shows the block of Myrtle Avenue between McFadden Avenue and Altadena Drive that the petition needs to be circulated.
