SUBJECT: STATUS REPORT- ON REQUEST FOR CROSSWALK ON MAIN STREET AND A TRAFFIC
SIGNAL AT THE INTERSECTION OF FIRST STREET/"B" STREET

BACKGROUND:
A request was made by City Council to the Engineering Division to evaluate the
possible installation of a crosswalk on Main Street between Centennial Way and
the Library Building. The proposed location is located approximately 350 feet
west of Main Street/Newport Avenue intersection.
In addition, City Council requested an Engineering study of the First
Street/"B" Street intersection with regard to impaired visibility, needed
improvements and a warrant analysis for the possible installation of a traffic
signal.
ENGINEERIN~ STUDY:
In order to evaluate the request for a crosswalk on Main Street, the
Engineering Division has authorized the consulting Traffic Engineer to initiate
an Engineering study. The study will consist of a study review of existing:
figld conditions; a review of the accident experience for a three year period;
pedestrian counts for two different time periods, such as 10:30 a.m. to 1:30
p.m. and 4:30 p.m. to 5:30 p.m.,; and, traffic volume counts on Main Street.
After the results of the previous tasks are evaluated, a recommendation will be
made as to the need and/or feasibility of installing a crosswalk on Main
Street.
Relative to the First Street/"B" Street intersection, the consulting Traffic
Engineer has initiated a warrant study to analyze this intersection. The
purpose of the study is to evaluate several factors which are considered before
authorizing the installation of a traffic signal. These factors include
traffic volumes, pedestrian counts, vehicular speeds, intersection capacity and
proximity of'other traffic signals. Traffic counts were taken at this
intersection this week.
