EL MODENA-IRVINE CHANNEL IMPROVEMENTS
ASSESSMENT DISTRICT NO. 85-1 (PROJECT NO. 10)
RECOMMENDATION:
For the City Council meeting of February 2, 1987.
Approve K.E.C. Company request for a thirty (30) day time extension to the E1
Modena-Irvine Channel contract for Project 10 of the East Tustin Assessment
District No. 85-1, and amend the contract completion date from January 15, 1987 to
March 1, 1987.
BACKGROUND:
In August, 1986, the City Council awarded a contract to K.E.C. Company for the
construction of improvements to the E1Modena-Irvine Channel between the Santa Aha
(I-5) Freeway and 400 + ft. easterly of Browning Avenue parallel and adjacent to
Bryan Avenue. This c-6ntract commenced on August 18, 1986 and contained a 100
calendar day time limit which resulted in a contract completion date of JanuarY
15, 1987.
DISCUSSION:
The contractor, K.E.C. Company, has requested a 30 working day extension to the
contract in the attached letter. This request is based upon delay in work caused
by three separate rainstorms. In addition to these rainstorm delays, certain
changes/revisions have been made to the plan to which the contractor would be
entitled to extra work days.
The requested 30 working day extension would amend the contract completion date
from January 15, 1987 to March 1, 1987.
The contractor, has been working diligently on this contract and staff has
determined that the thirty day time extension is a valid request and recommends
approval of same.

Dear Sir:
During the period that this project has been under
construction there have been four separate rains that
· .have hindered progress. The rains noted in my October
3, 1986, letter occurred while major excavations were

weeks. In addition, two subsequent rains delayed our
work at least one week each time.
Other incidents that have delayed completion of this
project involve primarily the changes of plan that have
· occurred. The specific items include relocating casings
to avoid interference with the existing electrical
facilities and the addition and relocation of side
inlets into the channel. It is estimated that this work
has added another'two weeks to completion of the project.
Accordingly, it is requested that a 30 working day
extension of time be granted which reflects the six
weeks of delay noted above.
