TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FIVE-YEAR PLAN
RECOMMENDATION:
For the City Council meeting of February 2, 1987.
Adoption of Resolution supporting the Tustin Ranch Road Interchange at the I-5
Freeway as a locally funded project and direct staff to submit subject project
form to the Orange County Transportation Commission.
BACKGROUND:
During the past two years, staff has been coordinating and processing a request
through Caltrans for the construction of a full movement interchange at Tustin
Ranch Road and the Santa Ana (I-5) freeway. This interchange project was included
within Assessment District No. 85-1 to provide a source of funding for 72% of the
project. A future Assessment District No. 86-2 will provide the remaining source
of funding in the amount of 28% of the total cost.
Following is the latest revised tentative schedule for the project:

DISCUSSION:
The Orange County Transportation Commission (OCTC) is requesting all local
agencies who have state highway related projects planned for construction within
the ne~t five years to submit a project information form and a commitment of the
local agency to pay for said project. The attached form and Resolution pertains
to the City's locally funded project identified as the Tustin Ranch Road
interchange at the Santa Ana I-5 freeway. The form provides a general project
description and milestone recap of the project to date. The Resolution re-affirms
the project as a total locally funded project.

This submittal to O.C.T.C. will provide them the required information to develop
and submit this project as a part of the Transportation Improvement Program, which
is a five year spending plan to the California Transportation Commission for
consideration.

RESOLUTION NO. 87-16
ARESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN SUPPORTING THE TUSTIN RANCH ROAD
INTERCHANGE AT THE Io5 FREEWAY PROJECT AS A
LOCALLY FUNDED PROJECT
WHEREAS, the Tustin Ranch Road Interchange at the I-5 Freeway Project
is consistent with City of Tustin and County of Orange General Plan circulation
elements, and
WHEREAS, the City of Tustin has- completed a project study report
which documents the project's need to mitigate future traffic demand and shows
construction within the next five years is feasible, and
WHEREAS, the City of Tustin commits to pay for 100 percent of project
costs with local funds.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin requests the Orange County Transportation Commission to include the
Tustin Ranch Road Interchange at the I-5 Freeway Project in the State
Transportation Improvement Program as a locally funded project.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin, California, held on the day of , 1987.
