Recommendation
That Council authorize and direct:
The City Attorney to revise Tustin City Ordinance
#952, Parking of commercial vehicles, to allow tow-away
for violation.
Raise the bail for violation of Tustin City Ordinance
#952, Parking of commercial vehicles, to $55. Direct
City Attorney to coordinate with the Municipal Court
this increase in bail schedule and others as recommended
by the Police DepartmeRt.
The posting of signs at each entrance to the city,
and in existing problem areas, advising of the
commercial truck parking restrictions.
Authorize expenditure of $5,900 from unappropriated
reserve funds.
Background
Parking of large trucks has become a significant problem in
certain areas of the city. The parking of large trucks causes
· unsafe conditions in that individual's exiting from private
driveways and business centers along the main thoroughfares are
unable to see approaching traffic in either direction until they
have actually entered the roadway and are interfering with passing
traffic.
The Police Department recommends a comprehensive approach to
addressing this problem throughout the city be initiated. This
program would entail the purchase and posting of signs at each
entrance to the city, advising that commercial vehicles over 3
tons are limited to 2-hour parking and violators may be towed
away. This signage would put all potential violators on notice
upon their entry to the city. (Recommendation #1.)

The areas which are experiencing significant problems at this
time need to be posted individually. This would encompass the
area depicted on the attached map. The red lines indicate
current "No Parking" areas, the blue lines indicate adding
"Tow-away Zone" to those signs. The green lines indicate
proposed "Two Hour Commercial Parking-Tow-away."
(Recommendation #3.)
A City Resolution currently provides a $27 bail for violation
of this ordinance. To give this ordinance some teeth, it is
recommended that the ordinance be revised to allow for tow-away
for flagrant and/or repeat violators and the bail be raised to
$55, in the event a citation is issued. (Recommendation #2.)
Cost for signage is anticipated to be approximately as follows:

Implementation of these recommendations would allow a
systematic approach to addressing the problems being
experienced with commercial vehicle parking within the city.
The ordinance changes and signage would give the enforcement of
these ordinances some teeth and alleviate a long-term on-going
problem within the city.
