WYNN, CITY CLERK SUBJECT: RESOLUTION NO. 87-14 SUPPORTING CREATION OF AN OCEANIC PARK/I~RTIONAL PRESERVE // RECOMMENDATION: Pleasure of the City Council. BACKGROUNO: The City of Laguna Beach sent a letter to the Mayor which stated that the federal government wants to allow oil companies to explore for petroleum off the South Orange County coastline, together with a copy of a resolution which was adopted by the City of Laguna Beach declaring their intention t6 create an Oceanic Park/National Preserve and urging local agencies to adopt similar resolutions. {A copy of the letter and the Laguna Beach Resolution are attached.) At the January 19, 1987, City Council meeting, the staff was directed to agendize a similar resolution for Council's consideration. Resolution No. 87-14 is attached. This Spring, the Department of the Interior will start a new lease sale which will target the Orange County coastline as one of its highest priorities for oil exploration. Because the pristine beaches and panoramic views of our County's coastline are invaluable natural resources, we believe it would be appropriate for the United States Congress to designate that area as a national oceanic park. Toward that end, the Cities of San Clemente, Laguna Beach, Newport Beach, Huntington Beach and Irvine have adopted the attached resolution calling for the creation of a national oceanic park. It is our intention to approach our Congressman, Robert Badham, with a request to sponsor legislation leading to the establishment of an oceBnic park to protect Orange County's coastline. Before contacting Congressman Badham, it would be helpful to have resolutions of support from additional cities throughout Orange County. Since many of your residents enjoy the beaches along the Orange County coastline, we would request that your City Council adopt the attached resolution supporting the creation of a national oceanic park. If you have any questions regarding ~he proposed resolution, please contact our City Manager, Kenneth Frank. We would like to receive a copy of any resolution adopted by your Council. WHEREAS, the Orange County coastline serves the. recreation needs ,f the entire County of Orange'and beyond with its multi-million dollar touri.~n- related economies, commercial and sport fishing and boating, and numerous recreational activities; and WHEREAS, the City of Laguna Beach, in conjunction with Oran?:e County save Our Shores (OCSOS), a nonprofit, educational corporation 'cormmitted to the preservation of California's unique and spectacular coast~ line, advocates the gain of legislative support through the endorsement of cities, counties and other goverrmental agencies; and WHEREAS, the protection of our state's natural and scem~c resources are best served by the preservation of marine life, careh, 1 management of our country's national energy resources and the scenic qualS' >7 of our unimpeded view; and WHEREAS, there are long rem benefits to preserve and protect the coastline's original character for future generations by pursuing alter- natives through conservation, renewable energy resources and effective, comprehensive national energy management; and WHEREAS, to ensure the quality of the coastal environment by protecting against the possibility of oil exploration and drilling related hazards by such toxic contaminates as: drilling muds, trasfer discharges, 1 2 3 4 5 6 7 8 9 10 I1 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 oil spills and seepage, potential illegal dumping and air quality 'degradation from industrial on and offshore operations is in our nation's best interest; and WHEREAS, onshore processing and transportation facilities would increase air pollution, building density and development of open space, municipal service requirements, traffic congestion, harbor docking facilities and increased demand of fresh water supplies. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Laguna Beach advocates local leadership_ in the establishment of an Oceanic Park/National Preserve and urges Orange County cities, the Board of Supervisors, the City of Avalon and other local agencies to join with us, :-md by adopting a resolution, support this important and necessary endeavor. ADOPTED this 1st day of July, 1986.
