IMPROV'S 02-02-87&GENDA _ BUSINESS DATE: JANUARY 28, 1987 TO: FROM: SUBJECT: WILLIAN HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION AWARD OF BID - SEVENTEENTH STREET IMPROVEMENTS BETWEEN THE COSTA MESA FREEWAY AND PROSPECT AVENUE {NORTH) RECOMMENDATION: For the City Council meeting of February 2, 1987. Award the contract for the street improvements along Seventeenth Street between the Costa Mesa Freeway and Prospect Avenue (north) to the low bidder, Blair Paving of Anaheim, in the amount of $355,308.20 and authorize a supplemental budget appropriation from gasoline tax revenues in the amount of $59,200.00. BACKGROUND: On January 5, 1987, the Tustin City Council authorized the advertisement of bids for street improvements along Seventeenth Street between the Costa Mesa Freeway and Prospect Avenue '(north). The improvements will generally consist of the following work: Removal and replacement of deteriorated pavement at various locations ° Removal and replacement of damaged curb and gutter at various locations Installation of raised medians with decorative concrete between the existing medians and Prospect Avenue (north) ° Asphaltic concrete overlay on entire street ° Traffic signing/striping and removal of on-street parking DISCUSSION: Sealed bids were opened at 10:00 a.m. on January 27, 1987 and are summarized below: Blair Paving Co. of Anaheim ~ .......................... $355,308.20 Vernon Paving-Co. of Anaheim .......................... $377,690.58 Sully-Miller Contracting Co. of Orange ................ $383,918.17 Griffith Company of Santa Ana ......................... $399,994.7~ The low bid is 16.3% above the engineer's estimate of $305,582.78. Attached, for the City Council's information, is a copy of. the bid tabulations. JANUARY 28, 1987 PAGE TWO Following is a recap of budgeted/cooperative funding for the construction portion of the project: · Total County Share for AHFF and Non-AHFP Total City Share for AHFP and Non-AHFP Total Project Construction Cost $112,784.56 $242,532.64 $355,308.20 The City currently has $183,400.00 budgeted in 1986-87 under the general fund revenue source resulting in a shortfall of $59,132.64. It is requested that a supplemental 1986-87 budget appropriation be approved in the amount of $59,200.00 from the gasoline tax revenue source to complete the funding of this project. Any delays in rehabilitating this street could result in increased cost to the continuing deterioration of the pavement.
