SUB, JECT: TRAFFIC SIGNAL INSTALLATION AT NEWPORT AVE AND OLD IRVINE BLVD.
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
As a part of the restaurant development in LaFayette Plaza at Irvine Blvd. and
Newport Ave., the developers had requested t~he City to install a traffic signal at
the intersection of Old Irvine Blvd. and Newport Ave. The driveway into LaFayette
Plaza makes up the fourth leg of the intersection. Upon receipt of this request
staff completed a traffic signal warrant study for this intersection, which did in
fact meet the warrants, however staff recommended against the traffic signal
installation due to the low projection of traffic volumes that would be utilizing
the signalized driveway to the development. The closeness of the Old Irvine Blvd
intersection to Irvine Blvd. was also a staff concern but it was determined that
an installation would be workable.
The City Council directed staff to review the entire immediate area with rpspect
to traffic signal needs so as to determine the best location for a signal
installation along Newport Ave. with respect to the Wass St. intersection or the
Old Irvine Blvd. intersection. As of this date the study is still in progress and
hopefully will be completed about October 1st.
DISCUSSION:
The developers of LaFayette Plaza, Bentall Development Co. have again requested
the installation of a traffic signal at the intersection of Old Irvine and Newport
Ave. and have offered to fund the cost for said installation {copy of letter
attached). Apparently, the lease agreement for the operation of the restaurant
within the development'is contingent upon a traffic signal installation at the Old
Irvine at Newport Ave. intersection.
The traffic signal design and installation cost is estimated to be approximately
$85,000.00 and the on-going annual maintenance and operation cost is estimated to
be $2,000.00. As indicated above the area-wide study is estimated to be completed
about October 1st. Bentall Development Company has requested a decision to allow
them to install a traffic signal at the intersection of Old Irvine and Newport
Ave. at the earliest possible date.

Dear Bob:
In .reference to our discussion of Tuesday, August 11, 1987, in
which I confirmed that LaFayette Partners, owner of Plaza
LaFayette, has allocated the necessary money for the
installation of the traffic signal at the main entrance of the
project.
As per your request, I am submitting this letter to you in order
that you might place this request for approval on the City
Council agenda as soon as possible. We are anxious to proceed
in the conclusion of our lease agreement with Khamis Tower, Inc.
and Mike Khamis, owner of .the restaurant complex for P~aza
LaFayette. Upon obtaining City Council approval, 'the tenant
agrees to proceed with the construction of its building and the
operation of the restaurant upon its completion without delay.
