SUBJECT: EAST TUSTIN ASSESSMENT DISTRICT NO. 86-2
RECOMMENDATION:
That the Tustin City Council at their meeting of September 8, 1987 approve the
Irvine Company's request to amend the original petition to form the East Tustin
Assessment District No. 86-2 to include that portion of Jamboree Road improvements
between the northerly Tustin City Limits and Santiago Canyon Road subject to final
review/approval of the City Attorney.
BACKGROUND:
In June, 1986, the City Council accepted the Irvine Company petition requesting
the formation of a second Assessment District {No. 86-2) to finance the design and
:onstruction of certain infrastructure improvements within the District. This
initial District consisted of lands only within the Tustin City limits.
Jamboree Road as it relates to the District and also referred to as the North-
South Road extends from Irvine Blvd on the south to Santiago Canyon Road on the
north in the City of Orange. A portion of this roadway lies outside of the City
of Tustin and within both the City of Orange and the unincorporated territory of
the County of Orange.
DISCUSSION:
The attached letter from the Irvine Company requests that the petition for the
East Tustin Assessment District No. 86-2 be amended to include that portion of
Jamboree Road outside of the Tustin jurisdiction within the Assessment District
No. 86-2. This portion of project roadway is located between the northerly Tustin
City limits and Santiago Canyon Road and is within the jurisdication of both the
City of Orange and the County of Orange. This requested amendment would allow the
vehicle to provide for the road improvements to be constructed as one project.
The addition of this segment of roadway construction to Assessment District No.
86-2 will not put any additional financial burden on existing or future Tustin
property owners within the District. Irvine Company has indicated that the cost
for said work will be borne by the City of Orange Assessment District No. 86-1 on
the westerly side of the roadway and by future developers/Irvine Company on the
easterly side of the roadway.
The requested City Council action will be to approve the Irvine Company's request
to amend the original petition to form East Tustin Assessment District No. 86-2 to
include that portion of the Jamboree Road improvements between the northerly
Tustin City limits and Santiago Canyon Road subject to final review/approval of
the City Attorney's office,

NORTH/SOUTH ARTERIAL (JAMBOREE BOULEVARD)
Dear Mayor Edgar and Members of City Council:
On June 16, 1987, the Tustin City Council accepted a petition requesting
formation of a second assessment district for East Tustin to finance the
design, engineering and construction of infrastructure improvements.
Improvements proposed for this district 'include a portion of the
Jamboree/I-5 Interchange, traffic signals on Irvine Boulevard, the
North/South arterial and related infrastructure improvements for the East
Tustin area. In addition, the assessment district will permit the
construction of initial road and drainage improvements, traffic signals
and utilities in the remaining portion of the East Tustin Specific Plan
area. All of the property subject to the assessment district is owned by
The Irvine Company.
The desirability of completing the construction of the North/South
arterial into County and recently annexed City of Orange territory as part
of this assessment district was recently discussed with City and County
staff. Based on those discussions, we are formally proposing an amendment
to the petition previously accepted to include the extention of the
North/South roadway into the City of Orange and unincorporated territory
in the County of Orange from Tustin city limits to Santiago Canyon Road.
The attached exhibit depicts the extension of this roadway to Santiago
road.
The proposal has been reviewed with City of Orange staff who have
indicated their support for the concept. Prior to the City of Tustin
confirmation of the district, both the City and County of Orange will be
requested to execute Consent of Jurisdiction documents.
We are prepared to advance funds to the City to offset costs incurred by
the City prior to the district's formation and bond sale. These funds
will pay the costs of the assessment engineer and attorney, as well as
project costs, until the sale of bonds is complete. To this end, an
Agreement for Payment of Costs for Infrastructure Improvements, East
Tustin Assessment District 86-2 was entered into by and between The Irvine
Company and the City of Tustin on December 15, 1986.

The Assessment District proposal is a contribution of needed infrastruc-
ture improvements for the East Tustin area, and is a confirmation of our
commitment to finance the backbone infrastructure in this area.
Your support of our amendment to the petition would be very much
appreciated. In the meantime, please feel free to call should you have
