SUBJECT: CITY ENTRANCE SIGN PROGRAH
RECQI, I~ENDATION:
It is recommended that the City Council appropriate $5,000 to the Community
Development Budget for the hiring of a consultant to design an Entrance Sign
Program including development of a prototype sign and monument sign concept.
BACICGROUNO:
In August 1985, the City Council reviewed a proposed sign program for posstble
installation of additional City entrance signs at key locations throughout the
:ommunity and authorized staff to seek proposals from sign manufacturers for both
pole and monument type signs that could be used at approved locations.
In response to City Council direction, request for proposals were sent to five (5)
sign co~anies. Whtle responses were received from two (2) firms, their bids were
rejected. The City Council also never formally selected a design concept for
standard poles and monument signs nor were funds budgeted for final design,
manufacture and Installation of said signs in ftscal year 1985-86 and 1986-87 (see
attached background reports dated August 19, 1985 and August 6, 1985.
The City originally requested that those professional sign companies contacted
design a prototype monument sign suitable for location on a median island of an
arterial highway and two (2) prototype pole signs that could be installed along a
sidewalk. Sign concepts were to 'be similar to or compatible with existing entry
signs along the westerly entrance to the City. The poor response to the request
for proposal could have been largely due to the time and work necessary for a firm
to prepare a design concept with no guarantee of being awarded a contract. In
requesting proposals for a capital improvement it is mere common practice to have a
design concept co~leted and approved with specific desired specifications included
in a bid or request for proposal package.
Should the City Council wish to proceed with a comprehensive sign program, staff
would recommend that a specific concept for pole and monument signs and their
locations be designed and approved by the City Council. The use of a consulting
landscape architecture or design firm for such design could be ltkely handled under

purchase order and would not be expected to exceed $5,000. Once a destgn and
specifications are completed, staff could seek proposals from stgn manufacturers
for manufacture and Installation of the approved signs.
Stnce Councilwoman Kennedy has requested consideration of the proposed stgn program
as part of the 1987-88 budget, staff would suggest the addttton of $5,000 to the
Community Development Department budget for Phase ! Implementation of the proposed
Entrance Sign Program (to tnclude development of a concept destgn for stgns). Upon
completion of preparation and approval by the Counctl of a destgn concept and
recetpt of proposals from stgn manufacturers, staff would return to the City
Counctl wtth an additional appropriation request for sJgn installatfon along with
an Implementation schedule.
