HomeMy WebLinkAboutReports #3 9-08-87F Inter Corn DATE: AUGUST 31, 1987 ~ TO: ' WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: JAI, IBOREE ROAD STATUS REPORT UPDATE This status report will cover that portion of Jamboree Road from Barranca Road on the south to Chapman Avenue (relocated) on the north. It will be divided into four segments as follows: ° Segment one between Barranca Road and Edinger Street ° Segment two between E. dinger Street and the I-5 Freeway ° Segment three between the I-5 Freeway and Irvine Boulevard ° Segment four between Irvine Boulevard and Chapman Avenue (relocated in Orange). Also, referred to as the North-South Road. Each segment, one, three and four, will be contracted as a separate contract and will be described in detail below. Segment two is an existing roadway and was completed under two separate contracts in 1984 for the portion southerly of the A.T. & S.F, Railroad and in 1986 for the portion northerly of the railroad. Segment one is a joint effort between The Irvine Company and the cities of Irvine and Tustin. Total estimated project cost is $22,800,000 and is proposed to be funded by the three agencies as follows: Irvine Company - 36%, City of Irvine - 46% and City of Tustin - 18%. Tustin's share is $4,104,000. This project cost includes right of way acquisition, construction and relocation of the heavy lift operation to Camp Pendelton from MCAS-Tustin. Following is a tentative project schedule: ° Approval to circulate Environmental Assessment Document ........................... {COMPLETED) ° Plans, specs, estimate to first plan check .................................... 9/87 o Public hearing on Environmental Assessment Document ........................... {NOT REQUIRED) ° Environmental certification ...................... 11/87 o Final approval of plans, specs and estimate by Caltrans/FHWA ..................... 12/87 ~UGUST 31, 1987 PAGE TWO o Completion of burn pit/Moffett trenches clean-up ...................................... 4/88 ° Advertise bids * ................................. 4/88 · Bid advertisement is contingent upon funding availability. As of this date, no construction funds are available. Segment three is being financed through funding provided by Assessment District No. 85-1. The total estimated cost for this project is $3,900,000. Plans, specifications and estimate are currently being prepared by Boyle Engineering Corporation and are being coordinated with Caltrans, City of Irvine and the County of Orange Environmental Management Agency. Following is the tentative schedule for this project: ° Approval of plans, specs and estimate ............. 9/87 ° Authorization to advertise bids .... ' ............... 9/87 ° Award contract .................................... 10/87 ° Commence construction ............................. 11/87 ° Complete construction ............................. 5/88 Segment four will ultimately be financed through Assessment District No. 86-2. In the interim until this Assessment District is finalized and per agreement between the City and The Irvine Company, funding will be provided by the Company for that portion of the project within Tustin City limits. Tustin will be acting as the lead agency for both the City of Orange and the County of Orange within their respective areas. It is anticipated that this project will be constructd under two separate major contracts; grading and drainage facilities, and roadway improvements. The preliminary cost of this segment is estimated at $30,000,000 and will provide for three southbound travel lanes and two northbound travel lanes within the City of Tustin, and two travel lanes in each direction within the City of Orange and County of Orange. Plans and specifications are currently under preparation by Hunsaker and Associates. Following is a tentative schedule for this segment: ° Circulation of EIR ................................
