HUSTON, CITY MANAGER AWARD OF BID FOR THE PURCHASE OF A TELEPHONIC CO~U#ICATIONS SYSTEM RECOMMENDATION Request the City Council, at their meeting of February 17, 1987, authorize on behalf of the Tustin Community Redevelopment Agency, the purchase of a telephonic communications systems from Fujitsu Business Communications for $116,957.00. , BACKGROUND At their regular meeting of December 15, 1986, the City Council 'adopted Resolution No. 86-143 approving the Request For Proposal for Telecommunications System and directing the City Clerk to advertise for bids. Sealed bids for this equipment were opened on January 16, 1987 and were received as follows: Vendor Business Location Bid Fujitsu Business Comm. GTEL Tel Plus AT&T Anaheim, CA Cerritos, CA Anaheim, CA Santa Ana, CA 116,957.00 147,800.00 159,638.00 354,738.00 The low bid is within staff's estimated range of $100,000 - $120,000. The recommendation of award to the lowest bidder results from an analysis of the responses by City staff and the City's independent communications consultant, reference checks, compliance wi th warranty and service requirements, and factory and site installation visits. The consultant's evaluation is attached. In conjunction with the City Council's award of bid, the Tustin Community Redevelopment Agency, if it accepts the recommendation by staff in Agency Report No. 4, Resolution No. RDA 87-i, February 17, 1987, will appropriate funds for purchase of the system. Our recommendation takes into consideration the total ramifications of nrice. nroduet, features, ease of use. reliability, un~radabiltv and the abilty of the vendor to _nrovide oualitv unlnterrunted on-goin~ service. We have carefully evaluated each product proposed and the vendors abilty to provide the necessary support. All things being considered we hereby recommend that The City of Tustin arrange for procurement, the Focus 960 telephone system as proposed by Fujitsu Business Communications. Considering the importance of uninterrupted telephone service to The City environment, Fujitsu Business Communications is being recommended for a superior level of support. We are confidant Fujitsu's manufacturing and support facility in Anaheim is well prepared to meet the demanding needs of the City of Tustin. Specific considerations were: Number of available technicaians, location of dispatched vehicles, availability of spare parts and the longevity of experience with the product. The direct manufacturer to customer relationship is certainly a plus. This relationship and prior track record of Fujisu Business Communications has provided us with the highest level of confidence. The references have been exceptional and confirm happy, satisfied customers. We look forward to providing additional professional services to the City of Tustin.
