V. PUBLIC HEARING
1. RECOVERY OF CITY-INCURRED COSTS OF ABATEMENT OF A PUBLIC NUISANCE
LOCATED AT 17592 AMAGANSET WRY
On September 8, 1987, City Council set this matter for public hear-
ing to receive protests or objections to the work charges being
imposed as an assessment against subject property.
Recommendation: Assess the charges of $5,407.30 against the prop-
erty (AP# 401-033-01) as a special assessment and lien; and discuss
alternative mechanisms in achieving total compliance with prior
notices of abating the nuisance of the entire property as recom-
mended by the Community Development Department.

VII. CONSENT CALENDAR
All matters listed under Consent Calendar are considered routine and
will be enacted by one motion. There will be no separate discussion of
these items prior to the time of the voting on the motion unless members
of the Council, staff or public request specific items to be discussed
and/or removed from the Consent Calendar for separate action.
1. APPROVAL OF MINUTES - SEPTEMBER 8, 1987, ADJOURNED REGULAR MEETING

RATIFICATION OF PAYROLL IN THE AMOUNT OF $152,051.72
3. APPROVAL OF CONSULTANT SERVICES AGREEMENT FOR MONITORING THE JOHN
" WAYNE /LIRPORT NOISE FIDNITORING PROGRA~I FOR THE CITY OF TUSTIN
Authorize the Ci'ty Manager to execute subject agreement with J.
d. Van Houten & Associates, Inc., for a maximum amount of
$16,910.00 as recommended by the Community Development Depart-
ment.
4. RESOLIJTION NO. 87-103 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, DET'ERMINING AND ADOPTING AN APPROPRIATIONS LIMIT FOR THE
FISCAL YEAR 1987-88, IN ACCORDANCE WITH ARTICLE XIIIB OF THE CONSTI-
TUTION OF THE STATE OF CALIFORNIA, AND SECTION 7910 OF THE GOVERN-
MENT CODE
Adopt Resolution No. 87-103 setting the appropriations limit for
Fiscal 1987-88 at $14,751,425.00 as recommended by the Finance
Department.
5. AGREF. FIENT WITH ORANGE COUNTY CONSOLIDATED TPa~NSPORTATION SERVICE
AGENCY (DECTSA)
Approve subject agreement with OCCTSA for transportation of
senior adults and persons with disabilities in the amount of
$5,159.00; and authorize the Mayor and City Clerk to execute
same as recommended by Administrative Services.
6. RESOLUTION NO. 87-102 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING DESTRUCTION OF CERTAIN PERSONNEL
RECORDS {Applications and Testing Materials for Recruitments Closed
Over Two Years)
Adopt Resolution No. 87-102 as recommended by the Administrative
Services.

XI. NEW BUSINESS
1. TUSTIN JAYCEES" REQUEST FOR TILLER DAYS PARADE
A request from Tustin Jaycees for an advance of funds in the total
amount of $4,500.00, which requires an additional appropri.ation of
$500 to the approved budgeted amount of $4,000.
Recommendation: Pleasure of the City Council.
XII. REPORTS
1. PLANNING CO~ISSION A£TIONS - SEPTEI(SER 14, 1987
All actions of the Planning Commission become final unless appealed
by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
~ptember 14, 1987.
