ASSESSMENT REPORT
RECO~ENDATION:
Pleasure of the City Council.
DISCUSSION:
-qobert B. Sharp, President of Gary W. Phillips and Associates, will attend the
)uncil Meeting in order to present his firm's findings and recommendations.
'. Sharp will then be available to answer the Council's questions.
Mr. Sharp presented an overview of. the report to the Senior Center Steering
Committee (SCSC) February 26. The Committee is generally pleased with the plan
and is now ready for the next step in the process.
BACKGROUND:
Gary W. Phillips and Associates was retained by the City in September, 1986, to
conduct a fund raising campaign readiness assessment for the Tustin Area Senior
Center. The following are the primary objectives of the study:
Assess the potential within the community for raising the private
contribution and grant support necessary to meet the City of Tustin's
identified capital funding needs to construct a senior center.
Evaluate the City's internal readiness to undertake the proposed fund
raising campaign.
Identify potential major donors and key volunteers in an external
assessment, and encourage early interest in the City's anticipated fund
raising campaign.

Develop a plan of specific recommendations which assist the City of
Tustin to:
* Optimize the public/private partnership of the anticipated campaign;
* Promote awareness of such a campaign within the community;
* Enable the City to maximize its fund raising effectiveness for the
senior center over both the near and long term.
