BACKGROUND: a resolution approving Signal maintenance is now provided by a firm under annual extensions to a five year contract entered into in 1980. We believe that it is now time to go through another round of · competitive bidding. The proposed contract specifications provide for a four year contract period beginning May 1, 1987. To reduce uncertainties about' future costs due to inflation and resulting contingenci.es added to contract bids, we have included an annual adjustment clause based on changes in the Consumer Price Index. This approach was also used in the existing contract. The current City budget for signal maintenance is about $92,000 annually not including electricity. There are 52 signalized intersections in the City and two more under construction. Liability insurance provisions included in the specifications require $2,000,000 single limit coverage which is the same as for our construction contracts. Wolford ~/ Engineering Services Manager 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 RESOLUTION NO. 87-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING SPECIFICATIONS FOR MAINTENANCE OF TRAFFIC SIGNALS AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City council of the City of Tustin, California to contract for maintenance of traffic signals for a four year period beginning May 1, 1987; WHEREAS, the City Engineer has presented specifications for accomplishing said work; .NOW THEREFORE, BE IT RESOLVED that the specifications presented by the City Engineer be and are hereby approved as the specifications for: Maintenance of Traffic Signals, 1987-1991 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid specifications which said advertisement shall be substantially in the form as the attached NOTICE TO CONTRACTORS, entitled Exhibit "A" and made a part hereof. Wynn City Clerk SECTION A NOTICE TO CONTRACTORS EXHIBIT "A" SEALED PROPOSALS will be received at the office of the City Clerk, Tusttn City Hall, 300 Centennial Way, Tusttn, CalifornJ;! 92680 until 10:30 A.M. on the day of , 1987, at which tilme they will be publicly opened ~ read, for performing work as follows: lqatntenance of Traffic Signals for the four year period from Hay 1, 1987 to April 30, 1991 inclusive. Specifications and proposal form to be used for bidding on this project can only be obtained, by prospective bidders at the office of the Ctty Clerk, Tustln Ctty Hall, 300 Centennial Way, Tusttn, California, 92680, upon payment of $5.00 per set, or can be mailed upon payment of $7.50 per set; neither of whtch amount ts refundable. In conformance with Section 37931 of the Government code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by bidder's security tn the form of cash, cashier's check, certified check or bid bond executed by an accredited surety. The security shall be for an amount no less than $5,000. A bid shall not be considered unless one of the form of bidder's security is enclosed therewith. A Faithful Performance Bond in the amount of $25,000 and a Labor and Materials Payment. Bond in the amount of $25,000 in the form attached to the contract documents shall be provided. Said bonds shall be issued by a surety company rated Grade A or better and Class IX or better by the latest edition of Best's Key Rating Guide. The City of Tusttn reserves the right to reject any or all bids, and/or waive any tnforn~ltty on a bid. After bids are opened, no bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. Prior to bid opening, bidder may withdraw his bid. Bids received after the bid opening time and date stated herein will be returned to bidder unopened. The contract will be awarded to the lowest qualified bidder. l~e work is to be done in accordance with specifications prepared by and on file in the Engineering Division of the City of Tustin Public Works Department, The City Council of the City of Tustin has obtained from the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be perfor~d for each craft or type of work needed and a copy of the same is on file in the office of the City Clerk. Not less than said prevailing rates shall be paid to workers employed on this public works contract as required by Labor Code Sections 1771 and 1774 of the State of California.
