SUBJECT:. JOHN NAYNE AIRPORT NOISE tqONITORING PROGRAH/BOEING 757 - UPDATE.

DISCUSSION:
At their regular meeting of September 29, 1987, the Board of Supervisors
unanimously approved the Temporary Noise Monitoring Program for areas north
of John Wayne Airport. Additionally, the Board also unanimously approved
an interim conditional allocation for Class AA departures for Delta
Airlines to operate Boeing 757 aircraft at John Wayne Airport for six (6)
months.
Amendments were made to the conditions of approval for the Boeing 757,
including the additional provisions for immediate termination of B-757
operations if actual noise levels exceed projected noise levels as
determined from the September 4, 1987 tests. A copy of the fully amended
conditions will be obtained at a later date.
Mr. John Van Houten, of Van Houten and Associates, Inc. has begun reviewing
existing regulations and policies as set forth in Task i under "Scope of
Services" in the contract and has met with representatives of John Wayne
Airport to discuss test plans and procedures. Also, staff will be
contacting individual counctlmembers to arrange interviews with Mr. Van
Houten over the next week.
