HomeMy WebLinkAboutNB 1 TRAFF SIG CNTL'S 10-19-87 A B, ~ ~ ~ ~ NEW BUSINESS / 10-19-87 Inter- Corn DATE: OCTOBER 13, 1987 TO: FROM: SUBJECT: WILLIAHHUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION EMERGENCY REPLACEMENT OF TRAFFIC SIGNAL CONTROLLERS RECOMMENDATION That the Tustin City Council at their meeting of October 19, 1987, pass and adopt the attached Resolution declaring that public interest and necessity demands immediate expenditure of public money to safeguard life and health, award the bid to Steiny and Company for the replacement of traffic signal controllers at Red Hill/Valencia Avenues and Red Hill/Warner Avenues, and authorize a supplemental 1987-88 Budget appropriation in the amount of $33,000 in General Fund monies. BACKGROUND It has been brought to the Public Works Department's attention by our current traffic signal maintenance contractor that both the traffic signal controller units at the intersections of Red Hill and Valencia Avenues and at Red Hill and Warner Avenues are old and worn out. Due to the age of the equipment, approximately 18 years old, we are experiencing the following intermittent problems: 1. Pedestrian walk phases not operable. 2. Signal cycling from red to amber to red, with no green phase. 3. Signal going totally black in one direction for several seconds at the beginning of what should be a green phase. These problems are nearly impossible to track/repair due to the past adjustments/repairs which have been made as an interim or temporary measure to keep the units functioning. There are no wiring or circuit diagrams available for these interim repairs. DISCUSSION As provided in Section 1624 of the City of Tustin Purchasing Policy and Procedures, Staff has solicited informal bids from four firms for the replacement of traffic signal controllers and appurtenances at the two intersections along Red Hill Avenue. On Monday, October 12, 1987, two firms responded as recapped below: Fi rm Red Hill/Valencia Red Hill/Warner Total Cost Baxter-Griffin Co., Inc. of Stanton $16,960 $16,660 $33,620 Steiny and Company, Inc. of Fullerton $16,330 $16,331 $32,961 · Emergency Replacement of Traffic Signal Controllers October 13, 1987 Page 2 These bids are within the range of the original staff estimate of $15,000 to $16,000 per intersection. The attached Resolution declares that public interest and necessity demands the immediate expenditure of public money to safeguard life and health. Staff recommends adoption of this Resolution and the approval of a supplemental budget appropriation from General Fund reserves in the amount of $33,000 for said work. WHEREAS, certain traffic signal facilities have been found to be malfunctioning intermittently at the intersections of Red Hill Avenue and Valencia Avenue, and Red Hill Avenue and Warner Avenue; and WHEREAS, it has been determined that the malfunctioning equipment should be replaced to minimize the inconvenience and potentially hazardous conditions to motorists. NOW, THEREFORE, the City Council does resol, ve as follows: SECTION 1. traffic signal intersections. There is an immediate need to replace the malfunctioning controllers at Red Hill/Valencia and Red Hill/Warner SECTION 2. That the public interest and necessity demands the immediate expenditure of public money to safeguard life and health. SECTION 3. The Director of Public Works/City Engineer is directed to take steps to immediately eliminate said conditions in this emergency without complying with the formal bidding procedures for public contracts. SECTION 4. This action is taken pursuant to Section 20168 of the Public Contract Code of the State of California.
