ORANGE COUNTY INTERGOVERNMENTAL ASSOCIATZON
Mayor Edgar requested this item be placed on the agenda. As the City Council
is aware, Supervisor Welder has requested that the League of California Cities
consider her proposal to establish an Intergovernmental Association in Orange
County. The structure of the Association could range from very informal to as
formal as the Southern California Association of Governments. Attached is the
only material we have received to date concerning this proposal. There is
reference to a report being prepared by the County, a copy of which will be
submitted to the City Council as soon as it is obtained.

Dear Mayors, Councilmembers and city Managers:
Two major events.occurred recently that acknowledge the
potential importance of increased City/County cooperation and
coordination in Orange County.
on March 24, 1987, the Board of Supervisors directed that the
six-month study on the potential for an intergovernmental
association be accomplished by the County Administrative Office.
The study will be presented to the Board on October 13.
Basically, the study looks at the possibility of creating a
neutral forum where the Cities and the County could come together
to discuss and promote solutions to mutual problems such as
transportation-land use linkage,'capital improvements financing,
solid waste management/hazardous waste planning, water, emergency
preparedness, and demographics and forecasting.
At the same time, the Orange County Division, League of
California Cities Super Committee on Transportation has
investigated various tactics that could lead to a solution to the
county's traffic woes. One of the recommendations included in
the Super Committee's white paper is to continue discussions with
the County on an intergovernmental association or JPA that could
bring local governments in Orange County together to investigate
progressive transportation planning measures as well as other
issues.
Our committee has been meeting informally since July, 1987, to
discuss and provide input into the County-authorized study on the
potential for an intergovernmental association in Orange County.
We have attached a draft resolution regarding the Super Committee
and County study efforts that we would like you to review.
It is important to note that we are merely seeking your
endorsement of the concept of increased City/County cooperation
and coordination. We would appreciate your comments on this
draft resolution.
We intend to ask the Board of Supervisors to adopt this
resolution when they receive the CAO report on October 13.
Following that, we will ask individual.Cities to adopt the
resolution which will lead to establishment of a City/County
committee for further consideration of the issue.
We would appreciate receiving your comments soon. Please

RESOLUTION
WHEREAS, an informal committee of Supervisors and City
Councilmembers has studied the issue of creating a forum for the
Cities and the County to join together to discuss and solve
mutual problems; and
WHEREAS, a report dated September 17, 1987 from Orange County
Division, League of California Cities Super Committee on
Transportation recommends that the County and Cities work
together on a number of progressive transportation planning
measures; and
WHEREAS, a report dated October 13, 1987 from the County
Administrative Office indicates great benefits could accrue to
the Cities and the County both fiscally and administratively from
creation of a voluntary forum for joint participation; and
WHEREAS, the creation of an intergovernmental association in
which both the Cities and County participate raises the
possibility of consolidating functions presently spread among a
multitude of countywide or areawide governmental agencies,
thereby streamlining government;
NOW, THEREFORE, BE IT RESOLVED that the (County/City)
endorses the concept of the Cities and the County joining
together to discuss mutual problems, such as transportation-land
use linkage, capital improvements financing, solid waste
management/hazardous waste planning, water, emergency
preparedness, and demographics and forecasting; and seek
solutions that could be voluntarily implemented by the member
agencies; and
BE IT FURTHER RESOLVED that this effort should consider
consolidating and eliminating other functions in an effort to
reduce the layers of government existing in Orange County today.
