LTG PROJ. 10-21-85~, ,~ ~: % ". ~ r,, ~ CONSENT CALENDAR DATE: October 16, 1985 TO: FROM: SU BJ ECT: Honorable Mayor and City Council Director of Community and Administrative Services COLUMBUS TUSTIN SOFTBALL/MULTI PLAY AREA LIGHTING PROJECT RECOMMENDATION To authorize an agreement for professional services with Musco Lighting, Incorporated, for complete design documents and specifications based on performance criteria ready for review, and open public competitive construction bidding procedures. The agreement is for two softball fields with multipurpose field overlays, and cost of services shall not exceed $5,200. BACKGROUND Staff was successful in the Regional Competitive Grant Program, and we obtained $115,000. from the State of California in a competitive applica- ti6n in order to light fields number 3 and 4 at Columbus Tustin Park. With the pending loss of one softball field at Peppertree Park, and the ever-increasing demand on lighted fields by baseball, softball, and soccer, this project is very important to the youth and adults of the community. In order to proceed with the project, we must commence design work. Once the design is complete, Council will have an opportunity to review the specifications when bid authorization is requested. Jeff Kolin Recreation Superintendent CITY OF TUSTIN 300 Centennial Way Tustin, CA 92680 RE: Columbus Tustin Softball/ Multi Play area lighting project Dear Jeff: I am pleased to submit the following proposal to provide professional services for the subject project. SCOPE: to provide complete design documents and specifications based on performance criteria ready for review and open public competitive construction bidding procedures for: two (2) softball fields with Multi-purpose field overlays. The pro- posal is based on our preliminary proPosal and layout dated October, 1984. PROFESSIONAL SERVICE: Includes providing complete photometric, el~'c~rical, and structural engineering services necessary to complete the proposal scope including compliance with the Office of the State Architecture. A. Preliminary Design Phase Photometric Design: Includes preparation of a pre- liminary design indicating recommended pole locations, pole mounting heights, and number of luminaire as- semblies required on each pole. A photometric computer scan is submitted which reflects footcandle levels on a grid system, light uniformity ratios and kilowatt consumption levels. In addition to guaranteeing lighting performance criteria the photometric preliminary design is utilized to take into consideration any potential light spill or glare problems. The preliminary design documents will consist of E size drawings, which will be incorporated into the overall project. These drawings will lay out pole locations, provide electrical single line diagram, locate electrical panels, transformers and other electrical equipment. Load calculations for electrical service sizing requirements, per National Electrical Code 1984 Edition, will be provided for panels, wire, and circuit breakers. The drawings will also include electrical notes and other items that are typically found on drawings of this type. These preliminary design documents will be submitted, along with an estimate of project costs, detailed materials list, and a job specification for review and approval. Final Design Phase: After design documents have been reviewed and returned, revisions and changes will be incorporated into the final design drawings and specifications. Project cost estimate will also be finalized at this time. Final design documents will be submitted to be incorporated into job package. Additional Services: Provide structural calculations, by state licensed Structural Engineer, as required by California Administration Code - Title 21. D. OSA Approval Our service includes obtaining approval of Design Documents from the State Office of Architecture as required on all School District property projects.
