DSGN 10-21-85 ~ NEW BUSINESS ENDA OCTOBER 14, 1985 ~ TO: FROM: S U BJ ECT: WILLIAM HUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER CONSULTANT SERVICES - MYFORD ROAD DESIGN ENGINEERING RECOMMENDATION: That the Tustin City Council, at their meeting of October 21, 1985, approve the selection of Church Engineering, Inc. to perform the engineering design services for the Myford Road extension through MCAS-Tustin in the amount of $217,500.00 and authorize the Mayor to execute a Professional Services Agreement for said work, and authorize the use of the firm J. P. Kapp and Associates for plan checking services on an as needed basis. BACKGROUND: On August 5, 1985, City Council authorized staff to accelerate the design process for the extension of Myford Road through MCAS-Tustin in relation to a three agency agreement between Tustin, City of Irvine and The Irvine Company. As a result of this approval, staff solicited proposals to ten firms for said engineering design services on the Myford Road extension project. DISCUSSION: Nine of the ten firms that were solicited returned a proposal for the consultant design services. These nine proposals were reviewed by Tustin staff and City of Irvine staff wth respect to the following evaluation criteria: (1) (2) (3) Previous experience in preparation of construction plans and specifications for CalTrans administered F.A.U. projects. Previous experience in bridge and structure design and preparation of bridge plans to the CalTrans format. Ability to meet the established time table of eight months for plan/ specification completion. (4) Total fee. (5) Evaluation of design team to be assigned to the project. Four firms out of the nine submitting proposals were selected for final interviews and evaluation. They are recapped below with their proposed fees: C.D.C. Engineering, Inc. - Irvine ..................... $221,000.00 Church Engineering, Inc. - Newport Beach .............. 217,500.00 J. P. Kapp and Associates - Tustin .................... 186,129.00 Willdan Associates - Anaheim .......................... 238,260.00 OCTOBER 14, 1985 PAGE 2 The two City staff's recommend the firm of Church Engineering, Inc. of Newport Beach to provide the engineering design services for the Myford Road extension through MCAS-Tustin. We would further recommend the use o¢ the firm J. P. Kapp and Associates on a time and material basis for any consultant plan checking services that may be required to maintain this project design on a fast-track basis.
