HomeMy WebLinkAboutConsent Calendar #7 11-02-87 ,~ NO. 7 DATE: OCTOBER 22, 1987 TO: BILL HUSTON, CiTY NANAGER FROM: PUBLIC WORKS DEPARTNENT/ENGINEERING DiViSiON SUBJECT: AUTHORiZATiON TO ADVERTISE FOR BIDS FOR SLURRY SEAL PROJECT, 1987-88 FY RECOMMENDATION That the City Council adopt a resolution approving specifications and authorizing advertising for bids. BACKGROUND The current budget provides $860,000 for a major street maintenance program. The program consists of three components: minor street maintenance, slurry seal, and asphalt concrete overlay. Slurry seal should be applied on a periodic cycle. The attached maps indicate locations of residential streets and arterial highways which are recommended for slurry seal in this project. These locations were last improved in 1979, 1980 and 1981. The estimated cost of the slurry seal project is $121,000. The estimated cost of the overlay project which is also scheduled for this Council meeting is $160,350. This will leave $78,650 which will be added to the annual minor street maintenance budget. The proposed schedule is as follows: Bid Authorization November 2, 1987 1st Legal Advertisement November 12, 1987 2nd Legal Advertisement November 19, 1987 Open Bids November 24, 1987 Award Contract December 7, 1987 All work under this contract will be delayed until after the Christmas/New Year holidays. Bob Ledendecker/City Eng±neer Wisam Altowaiji Director of Public Works Assistant Civil Engineer BL/WA:mv RESOLUTION NO. 87-128 A RESOLUTION OF THE CTTY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING SPECIFICATIONS FOR SLURRY SEAL PROJECT AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California, to contract for construction of slurry seal for the 1987-88 fiscal year; and WHEREAS, the City Engineer has presented specifications for accomplishing said work; NOW THEREFORE, BE IT RESOLVED that the specifications presented by the City Engineer be and are hereby approved as the specifications for: Slurry Seal Project, 1987-88 FY BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid specifications which said advertisement shall be substantially in the form as the attached NOTICE TO CONTRACTORS, entitled Exhibit "A" and made a part hereof. Wynn City Clerk EXHIBIT SECTION A NOTICE TO CONTRACTORS SEALED PROPOSALS will be received at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California 92680 until 10:00 A.M. on the 24th day of November , 1987 at which time they will belly opened and read, for performing work as follows: Construction of: Slurry Seal Project, 1987-88 FY Bids are required for the entire work described herein: SCHEDULE OF WORK ITEMS Item No. Description Unit Quantity 1. Striping and Markings LS Lump Sum The foregoing quantities are approximate only being given as a basis for the comparison of bids, and the City of Tustin does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work or to omit portions of the work as may be deemed necessary or advisable by the Engineer. Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California 92680, upon payment of $5.00 per set, or will be mailed out upon payment of $7.50 per set, which amounts are not refundable. In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by bidder's security in the form of cash, cashier's check, certified check or bid bond executed by an accredited surety. The security shall be for an amount no less than 10% of the amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Faithful Performance Bond in the amount of 100% and a Labor and Materials Payment Bond in the amount of 50% in the form attached to the contract documents shall be provided. Said bonds shall be issued by a surety company rated Grade A or better and Class IV or better by the la~est edition of Best's Key Rating Guide. A-1 City of Tustin reserves the right to reject any or all bids, and/or to waive any informality on a bid. No bidder may withdraw his bid for a period of thirty {30) days after the date set for the opening thereof. Prior to bid opening, bidder may withdraw his bid. Bids received after the bid opening time and date herein will be returned to bidder unopened. Pursuant to California Government Code Section 4590, the contractor will be entitled to post approved securities with the City or an approved financial institution in order to have the City release funds retained by the City to insure performance of the contract. Prior to contract award, the successful bidder shall possess a valid State of California contractor's license in the classification of either A or C12. The City Council of the City of Tustin has obtained from the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the City Clerk Not less than said prevailing rates shall be paid to workers emloyed on this public works contract as. required by Labor Code Sections 1771 and 1774 of the State of Cali forni a.
