BACKGROUND This bid call is for a three-year contract for maintaining landscaping in East Tustin for calendar years 1988, 1989 and 1990. The City Council previously agreed to assume landscaping along the arterial highways abutting residential development in East Tustin. The cost is to be recovered through assessments levied under the Tustin Landscape and Lighting District. The annual assessments for the 1987-88 FY are $78.95 for each detached dwelling and $59.21 for each condo or apartment unit. The landscaping is currently maintained by the Irvine Company and we have coordinated the preparation of the specifications with them so that the current level of maintenance would be continued. Other features of the specifications are: a. Additional areas can be added to the contract as development occurs. b. The bid prices will be adjusted each January 1, based on the CPI. c. Prevailing wages must be paid by the contractor. d. Single limit insurance of at least $1,000,000 is required of the contractor. e. Bid bond, performance bond and payment bond are required. It is estimated that the bid price will be between $5,000 and $6,000 per month. The proposed schedule is as follows: Authorization to advertise ........... RESOLUTION NO. 87-129 $ A RESOLUTION OF THE CITY COUNCIL OF THE CITY 4 OF TUSTIN, CALIFORNIA, APPROVING SPECIFICATIONS FOR MAINTENANCE OF LANDSCAPING AND AUTHORIZING § ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of ? Tustin, California, to contract for maintenance of landscaping for a three year period beginning January 1, 1988; and 8 WHEREAS, the City Engineer has presented specifications for 9 accomplishing said work; 10 NOW THEREFORE, BE IT RESOLVED that the specifications presented by the City Engineer be and are hereby approved as the specifications for: 1! Wynn City Clerk 27 28 EXHIBIT 'A' SECTION A NOTICE TO CONTRACTORS SEALED PROPOSALS will be received at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California 92680 until lo:oo A.M. on the 1st day of DEC~I~BER , 1987, at which time they will be publicly Opened ~n-~-d"Fead, for performing work as follows: Maintenance of Landscaping for the three year period from January 1, 1988 to December 31, 1990 inclusive. Specifications and proposal forms to be used for bidding on %~is prgje~t 9an only be obtained by prospective bidders at the office of ~he City ClerK, /ustin City Hall, 300 Centennial Way, Tustin, California 92680, upon payment of $5.00 per set, or can be mailed upon payment of $7.50 per set; neither of which amount is refundable. In conformance with Section 37931 of the Government code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by bidder's security in the form of cash, cashier's check, certified check or bid bond executed by an accredited surety. The security shall be for an amount no less than'$10,O00. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Faithful Performance Bond in the amount of $100,000 and a Labor and Materials Payment Bond in the amount of $100,000 in the form attached to the contract documents shall be provided. Said bonds shall be issued by a surety company rated GradeA or better and Class IV or better by the latest edition of Best's Key Rating Guide. The City of Tustin reserves the right to reject any or all bids, and/or waice any informality on a bfd. After bids are opened, no bidder may withdraw his bid for a period of sixty {60) days after the date set for the opening thereof. Prior to bid opening, bidder may withdraw his bid. Bids received after the bid opening time and date stated herein will be returned to bidder unopened. The contract will be awarded to the lowest qualified biddec. Prior to contract award, the successful bidder shall possess a valid State of California contractor's license in the classification of C27. The City of Tustin has obtained from the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the City Engineer. Not less than said prevailing rates shall be paid to workers employed on this public works contract as required by Labor Code Sections 1771 and 1774 of the State of California.
